ԱԺ «Պատիվ ունեմ» խմբակցության անդամ Տիգրան Աբրահամյանը ֆեյսբուքյան էջում գրել է․ «Չկրակելու հրամանի մասին.

Առաջին անգամ դրա հետ առևերեսվել ենք 2018 թվականի Դուշանբեում՝ Փաշինյան-Ալիև հանդիպումից հետո, երբ Ալիևը հայտարարվեց կիրթ ու կառուցողական, իսկ կողմերին հրաման իջեցվեց ՉԿՐԱԿԵԼ։

Դրան հետևեց չհիմնավորված լավատեսական ուղերձները, սահմանին աննախադեպ հանգիստ է քարոզչական արշավներ, իսկ Ադրբեջան օգտագործելով այս աննախադեպ հնարավորությունը, ահռելի ծավալի աշխատանքներ սկսեց շփման գծի այն հատվածներում, որտեղ մեկ այլ պայմաններում ուղղակի աշխատել հնարավոր չէր։

Արդյունքում էականորեն բարելավեց հարձակվողական գործողություններ ծավալելու իր հնարավորությունները, ինչն ի դեպ, կիրառեց 2020-ի 44-օրյա պատերազմում։

2-րդ խոշոր հանգրվանը ՉԿՐԱԿԵԼ հրամանի ներքո

2021 թվականի մայիսի 12, մինչ ադրբեջանական զորքերն անարգել մուտք էին գործում Սյունիքի, Վայոց ձորի, Գեղարքունիքի տարբեր տեղամասեր, իշխող ուժն ու ՊՆ, ԳՇ որոշ պաշտոնյաներ հրատապ կարգով տեղեկացնում էին, որ կրակահերթեր, փոխհրաձգություն չի եղել։ Այսինքն՝ նույնիսկ այն հատվածներում, որտեղ դիրքեր էին տեղակայվել մոտեցող թշնամու վրա կրակ չէր արձակվել։

Դրան հետևած մի քանի շաբաթների ընթացքում, տարբեր տեսանյութերից պարզ դարձավ, որ չկրակելու հրամանի պայմաններում սահմանագծին ձեռնամարտեր էին ընթանում։ Տարբեր խողովակներից շփման գծից եկող տեղեկությունները հաստատում էին, որ կա հրաման՝ ՉԿՐԱԿԵԼ։

Եթե չկար նման հրաման, ապա պատկերացրեք, թե ինչ ծավալի քրեական գործեր կհարուցվեր։

Դրանից հետո պաշտպանության նախարար է նշանակվում Արշակ Կարապետյանը, ում առաջին հայտարարություններից էր՝ անմիջապես կրակ բացել և ցանկացած միջոցով ոչնչացնել ադրբեջանցի այն զինվորականներին, որոնք կփորձեն հատել Հայաստանի սահմանը։

Հարց էր առաջանում՝ իսկ մինչև այդ այլ հրաման է՞ր գործել, ստացվում է, որ այո։

ՀԳ. Ոչ միայն մարտական հերթապահության, այլ նույնիսկ խաղաղ պայմաններում Երևանի կենտրոնում ՊՆ պահպանության տակ գտնվող տարածքներում ծառայություն իրականացվող անձինք գիտեն, թե որ իրավիճակում ինչպես պետք է գործել՝ դրանք բխում են համապատասխան կանոնագրքերից, այլ բան է, որ 2018 թվականի հայտնի իրադարձություններից հետո, թուրքերի հետ բարեկամություն սկսած իշխանության համար օրենքներ, կանոնագրքեր, սահմանադրություն գոյություն չունի։

Կա մեկ սկզբունք՝ սեփական իշխանությունը փրկելու համար զոհաբերել ամեն ինչ»։
