ՀՀ քննչական կոմիտեի Շիրակի մարզային քննչական վարչությունում քննվող քրեական գործի շրջանակներում ձեռնարկված քննչական և դատավարական այլ գործողությունների, ինչես նաև ՀՀ ոստիկանության աշխատակիցների հետ համատեղ իրականացված անհետաձգելի միջոցառումների արդյունքում հայտնաբերվել և վարույթն իրականացնող մարմնին է ներկայացվել Ոստիկանության ծառայողի նկատմամբ բռնություն գործադրելու մեղադրանքով հետախուզման մեջ գտնվող Ս.Ղուկասյանը: Այս մասին հայտնում են ՔԿ-ից։

Ավելի վաղ տեղեկացրել էինք, որ Գյումրի քաղաքի բնակչուհին դիմում էր ներկայացրել այն մասին, որ 2021թ. օգոստոսի 17-ին՝ ժամը 23:00-23:15-ի սահմաններում, Սպարտակ Ղուկասյանը երեք-չորս տղամարդկանց հետ միասին մտել է իր տան բակ՝ թոռան հետ պարզաբանումներ կատարելու նպատակով։

Դիմումում մատնանշված հանգամանքներն ստուգելու նպատակով իրավապահներն այցելել էին Սպարտակ Ղուկասյանի բնակության հասցե, սակայն վերջինս նախ հրաժարվել էր տան դուռը բացել, իսկ ժամեր անց զանգահարել էր ՀՀ ոստիկանության Կումայրիի բաժնի քրեական հետախուզության բաժանմունքի պետին և սպառնացել բռնություն գործադրել նրա նկատմամբ:

Իրականացված անհրաժեշտ միջոցառումների արդյունքում Ս.Ղուկասյանը հայտնաբերվել էր, և նրան մեղադրանք էր առաջադրվել՝ իշխանության ներկայացուցչի նկատմամբ բռնություն գործադրելու համար:

Վարույթն իրականացնող մարմինը դեռևս 2021թ. օգոստոսի 20-ին միջնորդություն էր ներկայացրել դատարան՝ Ս.Ղուկասյանի նկատմամբ որպես խափանման միջոց կալանավորում կիրառելու մասին, որը մերժվել էր: ՀՀ վերաքննիչ քրեական դատարանը 2021թ. սեպտեմբերի 15-ին բավարարել էր Ս.Ղուկասյանի նկատմամբ կալանավորումը որպես խափանման միջոց ընտրելու վերաբերյալ ներկայացված բողոքը:

Հաշվի առնելով, որ Ս.Ղուկասյանը պատշաճ կարգով ծանուցվել և հրավիրվել էր նախաքննական մարմին, սակայն վերջինս չէր ներկայացել, տեղյակ չէր պահել՝ չներկայանալու պատճառների մասին և գտնվելու վայրն անհայտ է, նախաքննական մարմնի կողմից որոշում էր կայացվել՝ նրա նկատմամբ հետախուզում հայտարարելու վերաբերյալ:

Ձեռնարկված անհրաժեշտ միջոցառումների արդյունքում 2021թ. նոյեմբերի 27-ին հետախուզվող Սպարտակ Ղուկասյանը հայտնաբերվել և ներկայացվել է վարույթն իրականացնող մարմնին: Վերջինս կալանավորվել է:
