Դեռևս չի հաջողվում համաձայնություններ ձևակերպել․ ԱԽ քարտուղարը՝ Մոսկվայում փոխվարչապետերի հանձնաժողովի նիստի վերաբերյալ հաղորդագրություն չտարածելու մասին
POLITICSԴեռևս չի հաջողվում համընդհանուր համաձայնություններ ձևակերպել, բայց կարծում եմ, որ աշխատանքները շարունակվում են, պլանավորում են առաջիկայում ևս հանդիպումներ անցկացնել։ Այս մասին այսօր «Ազատություն» ռադիոկայանի հետ զրույցում ասաց Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը՝ անդրադառնալով Մոսկվայում փոխվարչապետերի եռակողմ հանձնաժողովի երեկվա նիստին և նիստի վերաբերյալ հաղորդագրություն չտարածելուն։
«Ընդհանուր առմամբ Հայաստանը որևէ միջանցքային տրամաբանության հարց չի քննարկել և չի քննարկելու»,-հայտարարեց նա։
Ինչ վերաբերում է մաքսակետերին, Արմեն Գրիգորյանն ասաց, որ եթե Ադրբեջանը ցանկանա անցում կատարել դեպի ՀՀ, ապա սահմանային անցակետի բոլոր օրենսդրական պահանջները կատարելու է, նույնն էլ մենք ենք կատարելու։
«Սա Հայաստանի մոտեցումն է ապաշրջափակմանը»,-ասաց նա։
Նա նշեց՝ երբ նշվում է հումանիտար հարց, բոլորը նկատի ունեն գերիների հարցը, որը մինչ այս պահը չի լուծվել: Ըստ նրա՝ պետք է սպասենք, տեսնենք, թե ինչպես է լինելու առաջընթացը այս հարցում։
Անդրադառնալով անկլավների հարցին՝ Գրիգորյանը ասաց, որ նախ պետք է պարզել՝ անկլավներ կան, թե՝ ոչ։
«Մեր բոլոր ուսումնասիրությունները ցույց են տալիս, որ իրավական հիմքով անկլավի հարց գոյություն չունի, մենք շարունակում ենք ուսումնասիրել այդ հարցը»,-ասաց նա։
Նա նշեց, որ հնարավոր է՝ համայնքի ղեկավարը ինչ-որ որոշում է կայացրել, սակայն դա իրավական հիմք չունի։
Իշխանասարի հատվածում ադրբեջանական զինուժի հետքաշման հետ կապված Արմեն Գրիգորյանը նշեց՝ պաշտպանության նախարարությունը այս հարցի վերաբերյալ պարզաբանումներ ներկայացրել է: Նա ՏԻՄ ներկայացուցիչներին կոչ արեց շատ մեծ պատասխանատվությամբ վերաբերվել անվտանգությանը վերաբերող որևէ հայտարարություն անելուն: «Սա ոչ միայն համայնքին է վերաբերում, բազմաթիվ պաշտոնյաներ կան, որոնց լիազորությունները որևէ ձևով չեն առնչվում այս հարցերին, բայց պարբերաբար հայտարարություններ են անում։ Ես կոչ կանեի վերջ տալ այս գործընթացներին»,-ասաց նա։
Հարցին՝ ի վերջո գրավոր դիմում ՀԱՊԿ-ին եղել է, Գրիգորյանն ասաց, որ դիմում եղել է մայիսին։
«Մայիսի դիմումը շարունակում է ուժի մեջ մնալ, քանի որ այդ ճգնաժամի շարունակությունն է, և հարցը չի լուծվել։ Մենք ՀԱՊԿ-ի հետ շարունակում ենք քննարկել, բայց կարծում եմ, որ ընդհանուր մոտեցում կա, որ դա սահմանային միջադեպ չէ, շարունակում ենք ակնկալել, որ աջակցություն կցուցաբերեն, որպեսզի կկարողանանք այս հարցը լուծել»,- ասաց Գրիգորյանը։
