Նախադպրոցական հաստատություններում մանկավարժները կընտրվեն մրցույթով. ԿԳՄՍՆ-ն ներկայացրել է նոր նախագիծ
POLITICSՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը հանրային քննարկման է ներկայացրել նախադպրոցական հաստատությունների մանկավարժների ընտրության կարգի նախագիծը։
ՀՀ ԿԳՄՍՆ-ն տեղեկացնում է, որ նախադպրոցական կրթության ոլորտում մինչ այս ներդրված չեն եղել մանկավարժական աշխատողների ընտրության և նշանակման մեխանիզմներ: Տնօրենների կամայական մոտեցումների հետևանքով հաճախ նախադպրոցական հաստատություններ են մուտք գործում անհրաժեշտ մանկավարժահոգեբանական գիտելիքներ և հմտություններ չունեցող անձինք:
ԿԳՄՍ նախարարությունն ակնկալում է, որ մանկավարժական աշխատողների ընտրության միասնական կարգի սահմանումը թույլ կտա մրցութային եղանակով համակարգը համալրել որակյալ կադրերով: Նախադպրոցական կրթական ծառայությունների արդյունավետության բարձրացումը կարևոր պահանջ է մանկապարտեզից դպրոց երեխաների սահուն անցման համար, որն անմիջական ազդեցություն կունենա տարրական դասարաններում սովորողների կրթական արդյունքի վրա:
Նախագծով սահմանվում է, որ նախադպրոցական հաստատությունում թափուր տեղ առաջանալու դեպքում 3-օրյա ժամկետում հայտարարվում է մրցույթ: Եթե մրցույթը չի կայանում, անկախ պատճառներից՝ թափուր տեղը լրացնելու համար առնվազն ամիսը մեկ անգամ հայտարարվում է նոր մրցույթ մինչև հաղթող ճանաչվելը:
Թափուր տեղի մասին հաստատության տնօրենը տեղյակ է պահում համայնքի ղեկավարին: Մրցույթի հայտարարությունը հրապարակվում է համայնքի և մարզպետարանի պաշտոնական կայքերում: Մրցույթին մասնակցելու վերաբերյալ փաստաթղթերն ընդունվում են պաշտոնական հրապարակման օրվանից` 20 աշխատանքային օրվա ընթացքում: Մրցույթի անցկացման օր նշանակվում է փաստաթղթերի ընդունման ավարտից հետո՝ ոչ ուշ, քան 5 աշխատանքային օրվա ընթացքում:
Մրցույթը կանցկացվի երկու փուլով` գրավոր և բանավոր: Յուրաքանչյուր փուլի համար նախարարության կողմից մշակվում է հարցաշար՝ կազմված 50 հարցից և դրանց ճիշտ պատասխաններից: Հարցաշարերը հաստատվում են ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարի հրամանով և հրապարակվում նախարարության պաշտոնական կայքէջում:
Նախագծի հանրային քննարկումը կշարունակվի մինչև 2021 թվականի դեկտեմբերի 14-ը:
