Դեկտեմբերի 3-ին Արցախի Հանրապետության Մարտունու շրջանի Ճարտարի բնակիչ 1956 թ.-ին ծնված Սեյրան Սմբատի Սարգսյանը, զբաղվելով անասնապահությամբ, մոլորվելու արդյունքում գերեվարվել է ադրբեջանական ստորաբաժանումների կողմից և սպանվել։

Նման ահաբեկչական, բարբարոսական արարքը Ադրբեջանում պետական մակարդակով վարվող հայատյաց և ցեղասպան քաղաքականության դրսևորում  է և իրականացվել է Ադրբեջանի բարձրագույն իշխանության ցուցումների ներքո։ Դրա ապացույցներից է Ադրբեջանի պաշտպանության նախարարության կողմից տարածված կեղծ հաղորդագրությունը, որտեղ արդարացվում է Ադրբեջանի զինված ուժերի ահաբեկչական գործողությունը։

Պաշտոնական Բաքվի նման պահվածքը հանդիսանում է միջազգային իրավունքի և միջազգային մարդասիրական իրավունքի կոպտագույն խախտում, անհարգալից վերաբերմունք՝ ձեռք բերված բոլոր պայմանավորվածությունների նկատմամբ և նպատակ ունի ահաբեկել Արցախի բնակչությանը, ստիպել նրան լքել հայրենիքը։

Նման քաղաքականությունը նաև բիրտ հարված է Ռուսաստանի կողմից իրականացվող խաղաղապահ առաքելությանը։

Արցախի Հանրապետության արտաքին գործերի նախարարությունը խստորեն դատապարտում է Ադրբեջանի ահաբեկչական քաղաքականությունը, կոչ անում միջազգային հանրությանը համարժեք գնահատական տալ Ադրբեջանի սանձարձակ գործողություններին։

Արտաքին գործերի նախարարությունը հորդորում է Արցախի բնակչությանը չտրվել սադրանքների և ևս մեկ անգամ հայտարարում, որ Արցախը եղել է, կա և կմնա հայկական. ոչինչ չի կարող խարխլել մեր կամքն ու հայրենիքում ապրելու հաստատակամությունը։
