«Փաստ» օրաթերթը գրում է

Գործող իշխանությունները հաճախ են դժգոհում լրատվամիջոցներից, նույնիսկ օրենսդրական «գլուխգործոցներ» են երկնում՝ իբր դաշտը կարգավորելու, իսկ իրականում ԶԼՄ-ների աշխատանքը էլ ավելի խոչընդոտելու նպատակով: Սակայն մյուս կողմից՝ պետական որոշ կառույցներ ամեն ինչ անում են խոչընդոտելու տեղեկության ստացման ԶԼՄ-ների իրավունքները: Նախ՝ տևական ժամանակ է՝ գրեթե ոչ մի պետական կառույց չի պատասխանում բանավոր որևէ հարցման, նույնիսկ եթե դա օպերատիվ արձագանք է ենթադրում, կամ եթե ակնկալվում է միայն հաստատում կամ հերքում: Միակ պատասխանը հետևյալն է. «Գրավոր հարցում ուղարկեք»:

Իսկ երբ նյութը հայտնվում է թերթում, «նեղվում» են, թե ինչու լրատվամիջոցը չի ճշտել: Այս առումով «առաջամարտիկ» կարելի է համարել ՊՆ-ն: Այն, որ մեր պաշտպանության նախարարությունից որևէ տեղեկություն ստանալը բարդ, հաճախ անհնար մի բան է, վաղուց ենք համոզվել: Բացի այն, որ մինչ մի հարցի հետ կապված պաշտոնական տեղեկություն են տարածում, ինֆորմացիոն ողջ դաշտը ողողվում է տարատեսակ տեղեկություններով, ՊՆ-ից առանձին որևէ պարզաբանում ստանալն էլ վերածվում է իսկական քաշքշուկի:

Մասնավորաբար, «Փաստ» թերթը նոյեմբերի 11-ին գրավոր հարցում է ուղարկել պաշտպանության նախարարություն՝ օրենսդրության համաձայն ակնկալելով պատասխան 5 աշխատանքային օրվա ընթացքում: Սակայն մոտ մեկ ամիս անց անգամ պատասխան չկա: Իսկ երբ ցանկանում ենք ճշտել, թե ինչու չեն պատասխանել, մեր հեռախոսազանգերը պարզապես մնում են անպատասխան: Մինչ վերջերս չափազանց օպերատիվ էր աշխատում վարչապետի աշխատակազմը, գոնե մեր պարագայում որևէ հարցում անպատասխան չէր մնացել: Սակայն վերջին հարցմանն այդպես էլ չպատասխանեցին: Նախ՝ ասացին, թե չեն ստացել, հետո, երբ նորից ուղարկեցինք հարցումը, որևէ արձագանք չստացանք...
