«Փաստ» օրաթերթը գրում է
ԱԺ-ում առաջին ընթերցմամբ արդեն ընդունվել է «Անկանխիկ գործառնությունների մասին» օրենքի նախագիծը: Ըստ նախագծի, 2022 թվականից ֆիզիկական անձանց միջև այլևս չի թույլատրվի 300 հազար դրամը գերազանցող կանխիկ գործարք կատարել, իսկ կազմակերպությունների ու անհատ ձեռներեցների դեպքում կգործի բացառապես անկանխիկի սկզբունքը:
«Աուդիտորների պալատի» նախագահ Նաիրի Սարգսյանը «Փաստի» հետ զրույցում նշել է, որ արդյունքում երկիրը շատ լուրջ խնդիրների առաջ է կանգնելու: Նա բազմաթիվ հնարավոր խնդիրների մասին է մատնանշել՝ հայտնելով նաև, որ ՀՀ բնակչության համարյա կեսի հաշիվների վրա տարբեր պատճառներով ԴԱՀԿ-ի կողմից կալանք է դրված, ու մարդիկ խուսափում են բանկային հաշիվ բացելուց: Նրա խոսքով, խնդիր է առաջանալու զբոսաշրջիկների վճարումների առումով, որոնք 300 հազար դրամը գերազանցող գնում կանխիկ տարբերակով չեն կարողանա կատարել, իսկ քարտային վճարումները ձեռնտու տարբերակներ չեն՝ հաշվի առնելով նաև բանկերի կողմից գանձվող բավականին բարձր միջնորդավճարները:
Նա չի բացառել, որ նախագծի ընդունման դեպքում բանկերը, օգտվելով իրենց մոնոպոլ դիրքից, կանխիկացումների միջնորդավճարները կարող են բարձրացնել. «Այսինքն, ստացվում է, որ այս քայլով բանկերին «երես» ենք տալիս: Բացի այդ, պետք է հաշվի առնել, որ ՀՀ բնակչությունը շատ դեպքերում խուսափում է անկանխիկ վճարումներից: Աղքատ, նաև նոր տեխնոլոգիաներին անծանոթ մարդկանց համար շատ ծանր հետևանքներ է ունենալու սա: Ինձ մոտ տպավորություն է, որ միտումնավոր ուզում են մարդկանց տանջել, կարծես հաճույք են ստանում անմիտ քայլերից»:
