Վարչապետ Նիկոլ Փաշինյանն իր ֆեյսբուքյան էջում գրել է․ «Ոմանց կողմից գեներացվող «դավաճան իշխանության» ռիտորիկան ամենեւին էլ կորսված հայրենիքի ցավի ձայնարկումը չէ: Դա շատ լրջորեն մտածված եւ երկա՜ր տարիներ նախապատրաստված հիբրիդային պատերազմի դրվագ է:
2018 թվականին վարչապետի կարգավիճակում չէի էլ հասցրել կարդալ ԼՂ հարցի կարգավորման բանակցային թղթերը, այդ նույն ուժերը փսփսում էին, թե մեր իշխանությունը պատրաստվում է հանձնել հողերը: Այդ միտքը կամաց-կամաց, քայլ առ քայլ, ականջ առ ական շրջանառության մեջ էր դրվում:
Նպատակը մեկն էր, որ եթե/երբ գա Արցախի ու Հայաստանի շահերը զենքով պաշտպանելու ժամանակը՝ արժանահատավատ հնչի միտքը, թե կռիվն ու պայքարն անիմաստ են, ամեն ինչ վերեւներում պայմանավորված է, «հողերը հանձնած են» եւ այս թեզերի միջոցով երկրի դիմադրողականությունը, զինվորի մոտիվացիան ու կամքը կոտրվի: Իսկ մինչ հնարավոր պատերազմը՝ թուլանա երկրի դիրքը բանակցային սեղանի շուրջ:
Նման կոմբինացիաները, իհարկե, կառուցվում են դրսի եւ ներսի ուժերի սերտ համագործակցությամբ, եւ ներսում նմանատիպ խոսույթները ձեւավորողները շատ հաճախ չեն էլ կռահում ինչին են մասնակցում, որովհետեւ ամենը մատուցվում է բարձր «հայրենասիրական» սոուսով: Բայց վերնախավային նեղ շրջանակը չի կարող չիմանալ սեփական առաքելությունը, որ հիմնված է արտաքին ուժերի հետ փոխշահավետ համագործակցության վրա: Արտաքին ուժերը՝ տարածքներ, ներքին ուժերը՝ իշխանություն:
2020-2021 թվականներին առաջին մասը ստացվեց, երկրորդ մասը՝ ոչ: Բայց ինչպես տեսնում եք, ներքին «հայրենասերները» չեն հանդարտվում, որովհետեւ նրանց արտաքին գործընկերները առաքելությունը ավարտված չեն համարում:
Այստեղ տեղին է քննադատությունը կառավարության եւ պետական մարմինների հասցեին: Իսկ ինչու՞ չեք կանխում. իհարկե, կան տասնյակ գործոններ, դրանցից առանցքայինը պետական ինստիտուտների կայացածության աստիճանն է:
Այս է պատճառը, որ համարում եմ, որ մեր առանցքային խնդիրը պետականության եւ պետական ինստիտուտների կայացածության ցածր մակարդակն է, եւ հիմնական անելիքը պետականության եւ պետական ինստիտուտների զարգացումը, որ մեր ապագայի միակ երաշխիքն է իմ խորին համոզմամբ:
