Վերաֆինանսավորման տոկոսադրույքը սահմանվել է 7.75 տոկոս

2021թ. դեկտեմբերի 14-ի նիստում ԿԲ խորհուրդը որոշեց բարձրացնել վերաֆինանսավորման տոկոսադրույքը 0.5 տոկոսային կետով՝ սահմանելով 7.75%: Այս մասին տեղեկացնում է Կենտրոնական բանկը:

2021թ. նոյեմբերին արձանագրվել է 1.7% գնաճ՝ նախորդ տարվա նույն ամսվա 1.3% գնաճի  դիմաց, որի պարագայում 12-ամսյա գնաճն ավելացել է՝ ամսվա վերջին կազմելով 9.6%: 12-ամսյա բնականոն գնաճը ևս՝ նախորդ ամիսների կայուն վարքագծից հետո նոյեմբերին ավելացել է՝ կազմելով 8.4%։

ՀՀ հիմնական գործընկեր երկրներում շարունակվում է տնտեսական ակտիվության ու համախառն պահանջարկի արագ վերականգնումը: Նման իրավիճակում, առաջարկի սահմանափակվածության պահպանման պարագայում հումքային և պարենային ապրանքների միջազգային շուկաներում դիտվում է գնաճային միջավայրի զգալի ընդլայնում, ինչն արտահայտվում է նաև գործընկեր երկրներում ներքին գնաճի՝ նախկին կանխատեսումների համեմատ էական ավելացմամբ: Ձևավորված բարձր գնաճային սպասումների մեղմման և գնաճի թիրախի ապահովման նպատակով  գործընկեր երկրների ԿԲ-ները շարունակում են խստացնել դրամավարկային պայմանները: Այս պարագայում, արտաքին հատվածից ՀՀ տնտեսության վրա ակնկալվում է գնաճային ազդեցության ավելացում:

ՀՀ տնտեսության ընթացիկ զարգացումների համաձայն տնտեսական ակտիվությունը գնահատվում է սպասվածից ավելի ցածր՝ հիմնականում պայմանավորված գյուղատնտեսության և արդյունաբերության ճյուղերի աճի դանդաղմամբ: Այդուհանդերձ, պահանջարկի դրական զարգացումները պահպանվում են, որին ներկայումս  նպաստում է արտաքին պահանջարկի ազդեցությունը՝ պայմանավորված սպասվածի համեմատ զբոսաշրջության աճի ավելի բարձր տեմպերով: Արտաքին հատվածից փոխանցվող գնաճային ազդեցությունների և պահանջարկի դրական միջավայրի պայմաններում գնահատվում է եռամսյակային բնականոն գնաճի և հասարակության գնաճային սպասումների՝ վերջին շրջանի կայունությունից հետո որոշակի արագացում:

Հաշվի առնելով արտաքին հատվածից փոխանցվող գնաճային ազդեցությունների էական ավելացումը, ինչպես նաև գնաճային սպասումների գնահատվող զարգացումները՝ Խորհուրդը նպատակահարմար է համարում բարձրացնել վերաֆինանսավորման տոկոսադրույքը: Նման պայմաններում կանխատեսվում է, որ 12-ամսյա գնաճն աստիճանաբար կնվազի և կանխատեսվող միջնաժամկետ հորիզոնում կմոտենա նպատակային 4% ցուցանիշին ու կկայունանա դրա շուրջ:

ԿԲ Խորհուրդը գնահատում է, որ տնտեսական հեռանկարների մասով դեռևս պահպանվող անորոշությունների ներքո կանխատեսված միջնաժամկետ ուղեգծից գնաճի շեղման ռիսկերը հիմնականում վերևի ուղղությամբ են և դրանց դրսևորման պարագայում պատրաստ է համարժեքորեն արձագանքել՝ ապահովելով գների կայունության նպատակի իրագործումը:
