Նա մասնավորապես նշել է, որ «Զանգեզուրի միջանցքի» բացման առաջարկը ներառված է նախորդ տարվա նոյեմբերի իննի եռակողմ հայտարարության մեջ, ուստի, ըստ Ադրբեջանի նախագահի, Հայաստանի համար պարտավորության պես բան է ապահովել բոլոր անհրաժեշտ հարմարությունները:
«Այս փուլում մենք պայմանավորվել ենք երկաթուղային հաղորդակցություն կառուցել Հայաստանի տարածքով Ադրբեջանցից դեպի Նախիջևանի Ինքնավար Հանրապետություն և նաև պայմանավորվել ենք մայրուղու կառուցման շուրջ: Սակայն մայրուղու հստակ ճանապարհը չի որոշվել. դա ապագա քննարկումների հարց է, որն, անկասկած, կքննարկվի այսօր երեկոյան՝ եռակողմ հանդիպմանը: Զանգեզուրի միջանցքի իրավական ռեժիմը պետք է լինի նույնը, ինչ Լաչինի միջանցքինը: Լաչինի միջանցքում մաքսակետեր չկան։ Ըստ այդմ՝ Զանգեզուրի միջանցքում մաքսակետեր չպետք է լինեն։ Եթե Հայաստանը ցանկանում է վերահսկել բեռները և մարդկանց, մենք մաքսակետ կբացենք Լաչինի միջանցքում»:
