Հրաչյա Սարգսյանը ծնվել է 1985թ. փետրվարի 13-ին, Երևանում:

1999-2001թթ. սովորել է ՀՊՃՀ հենակետային վարժարանում:
2001-2005թթ. սովորել է ՀՊՃՀ-ում, ստացել ճարտարագիտության բակալավրի աստիճան՝ հաշվողական տեխնիկայի և ավտոմատացված համակարգերի ծրագրային ապահովում մասնագիտությամբ:
2007-2009թթ. սովորել է Հայաստանի պետական կառավարման ակադեմիայում, ստացել մագիստրոսի աստիճան՝ կառավարում (հանրային ֆինանսների կառավարում) մասնագիտությամբ:
2003-2005թթ. աշխատել է «Ատակ» ՍՊԸ-ում՝ որպես տեխնիկ:
2010-2013թթ. աշխատել է «ՎՏԲ Հայաստան Բանկ» ՓԲԸ-ում՝ որպես ՓՄՁ վարկավորման՝ առաջատարից մինչև գլխավոր վարկային մասնագետ:
2013-2014թթ. աշխատել է «Արդշինբանկ» ՓԲԸ-ում՝ որպես վարկային ռիսկի կառավարման վարչության փոքր և միկրո դասի հաճախորդների վարկային ռիսկի կառավարման բաժնի պետ:
2014-2018թթ. աշխատել է «Արդշինբանկ» ՓԲԸ-ում՝ որպես վարկային ռիսկի կառավարման վարչության սպառողական և հիպոթեքային վարկավորման ռիսկի կառավարման բաժնի պետ:
Հանդիսանում է «Առաքելություն» կուսակցության քաղաքական խորհրդի հիմնադիր-անդամ:
2005-2007թթ. ծառայել է ՀՀ ԶՈՒ ԼՂՀ ՊԲ-ում՝ տանկային դասակի հրամանատար, զորացրվելուց հետո ստացել է լեյտենանտի զինվորական կոչում:
2018թ. սեպտեմբերի 23-ին կայացած Երևանի ավագանու արտահերթ ընտրությունների արդյունքում «Իմ քայլը» կուսակցությունների դաշինքի համամասնական ցուցակով ընտրվել է Երևան քաղաքի ավագանու անդամ:
2018թ. հոկտեմբերի 29-ին Երևանի ավագանու նիստում նշանակվել է Երևանի քաղաքապետի առաջին տեղակալ։
