5655 դոլար․ սեփականաշնորհում՝ «ջրի գնով»․ ինչպես է 1994-ին սեփականաշնորհվել Արամի 3 հասցեի շենքը

Երևանի նախկին քաղաքապետ Վահագն Խաչատուրյանի պաշտոնավարման ժամանակ քաղաքային իշխանությունը ցանկացել է Երևանի սրտում հայ նկարիչների ստեղծագործությունների վաճառատուն ունենալ։ Այդ նպատակով Արամի 3 հասցեի շենքը հատկացրել են «Սիլ կոնցեռնի» հիմնադիր Ալբերտ Սուքիասյանի կոոպերատիվին։
Անշարժ գույքն ընդամենը 5655 ԱՄՆ դոլարով սեփականաշնորհելուց հետո այն չի ծառայել նպատակին։ Սուքիասյանները վերակառուցել են շենքը և օգտագործում են բիզնես նպատակներով։ Ալբերտ Սուքիասյանի որդին՝ Խաչատուր Սուքիասյանն այժմ ԱԺ «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր է, իսկ Վահագն Խաչատուրյանը՝ բարձր տեխնոլոգիական արդյունաբերության նախարարը։
Դեռևս 1870-1880 թվականներին ներկայիս Արամի փողոց 3 հասցեում Սոֆի Մելիք-Օհանջանյանի կողմից կառուցվել է մեկհարկանի տուֆակերտ շինություն։ Երևանի պատմության թանգարանից ստացված տեղեկատվության համաձայն` Արամի 3 հասցեում գտնվում էին Սոֆի Մելիք-Օհանջանյանի տունը և խանութները։ Խորհրդային տարիներին այդտեղ գործել է գրախանութ։ 19-րդ դարում կառուցված շենքի լուսանկարներ մեզ չհաջողվեց գտնել, բացառությամբ այս մեկից։ Ստորև ներկայացված լուսանկարի կենտրոնում և աջ կողմում երևում է «Մանկական աշխարհ» հանրախանութի կառուցումը, իսկ ձախ կողմում Մելիք-Օհանջանյանի տունն է։
Երբ բարձր տեխնոլոգիաների ներկայիս նախարար Վահագն Խաչատուրյանը (նաև՝ Վահագն Խաչատրյան) Երևանի քաղաքային խորհրդի գործադիր կոմիտեի նախագահն էր (1992-1996 թթ.), սկսվեց Արամի 3 շենքի և Արամի 5 հասցեի տարածքի սեփականաշնորհման գործընթացը։ Նախ Երքաղխորհրդի գործկոմը 1993 թ.-ին գրախանութի շենքը մշտական օգտագործման իրավունքով փոխանցեց Մարտիրոս Սարյանի տուն-թանգարանին, որպեսզի շենքը վերակառուցի և «որպես հայ նկարիչների ստեղծագործությունների վաճառատուն օգտագործի»։
1994-ի մայիսի 25-ին Մարտիրոս Սարյանի տուն-թանգարանի տնօրինությունը դիմում է գործկոմին՝ խնդրելով գրախանութի շենքը հետ վերցնել, քանի որ ֆինանսական սուղ միջոցների պատճառով չեն կարողանում այն վերակառուցել։ Նույն ժամանակ Երևանի քաղաքային խորհրդի գործկոմը ստանում է դիմում «Աստղիկ-1» արտադրական կոոպերատիվից, որ իրենք ցանկանում են վերակառուցել շենքը։ 1994 թ.-ին ստեղծված կոոպերատիվի նախագահը Խաչատուր Սուքիասյանի հայրն էր՝ Ալբերտ Սուքիասյանը։ Իսկ Խաչատուր Սուքիասյանը 1992-1994 թթ. ՀՀ արդյունաբերության նախարարության տնտեսական կապերի գլխավոր վարչության պետն էր, ապա` նախարարի խորհրդականը։
1994 թ.-ի մայիսին ՀՀ ժողովրդական պատգամավորների Երևանի քաղաքային խորհրդի գործադիր կոմիտեն չեղարկում է նախկին որոշումը և գրախանութի շենքը հատկացնում «Աստղիկ-1» կոոպերատիվին՝ վերակառուցելու և որպես ժամանակակից նկարիչների ստեղծագործությունների աճուրդի կենտրոն ու գրասենյակ օգտագործելու նպատակով։ Նույն որոշմամբ հաստատվում է գույքը մշտական օգտագործման իրավունքով տրամադրելու պայմանագիրը։ Պայմանագրի գինը կազմում է 5655 ԱՄՆ դոլարին համարժեք դրամ։
