Մսի վաճառով զբաղվող 36 տաղավարից 12-ում եղել են խախտումներ․ նրանք վարչական պատասխանատվության կենթարկվեն

ՀՀ սննդամթերքի անվտանգության տեսչական մարմինը, Ամանորին ընդառաջ, դեկտեմբերի 21-ից սկսել էր ուժեղացված վերահսկողությունը մսի իրացման կետերում: Սննդամթերքի ոլորտը վերահսկող մարմնի տեսուչներն անակնկալ ստուգայցեր են իրականացրել թե՛ վաղ առավոտյան` շուկաներում մսի մատակարարման ժամին, թե՛ երեկոյան, երբ ոչ սպանդանոցային մսի իրացումն առավել հավանական կարող է լինել: 

Երևանի Խորենացի փողոցի մսի բոլոր 36 տաղավարները (ԳՈւՄ-ի շուկային հարող տարածք) եղել են 10-օրյա վերահսկողության թիրախում: Յուրաքանչյուր տաղավար այցելություն է կատարվել օրը մի քանի անգամ: 

Նպատակն էր նախ և առաջ հսկել սպառողին առաջարկվող մսի ծագումը, և ապա՝ մսի տեղափոխման պայմաններն ու տաղավարների սանիտարահիգիենիկ նորմերի պահպանումը:

Տվյալների ամփոփումը փաստել է, որ 12 տնտեսավարողի մոտ արձանագրվել են անհամապատասխանություններ՝ բացակայել է սպանդանոցային ծագումը հավաստող թիվ 5 անասնաբուժական փաստաթուղթը, մսի տեղափոխումն իրականացվել է սանիտարահիգիենիկ և սահմանված այլ նորմերին չհամապատասխանող փոխադրամիջոցներով, որոշ տաղավարներում չեն պահպանվել սանիտարահիգիենիկ նորմերը: 

Կազմվել են արձանագրություններ, որոնց հիման վրա կսահմանվի վարչական պատասխանատվություն, իսկ ուղեկցող 5-րդ ձևի փաստաթղթի բացակայությամբ միս-մսեղիքը ոչնչացվել է կամ օգտահանվել: 

Արձանագրվել է նաև, որ ի համեմատություն նախորդ տարիների, որոշակիորեն բարելավվել են թե մսի տեղափոխման պայմանները, թե տաղավարների սանիտարահիգիենիկ վիճակը, իսկ տաղավարների հիմնական մասում ներկայացվում է կենդանիների սպանդից գոյացած վերամշակված, իրացվող, վաճառվող, մատակարարվող կենդանական ծագման մթերքի և կենդանական ծագման հումքի սպանդանոցային ծագումը հավաստող թիվ 5 անասնաբուժական փաստաթուղթը:

ՀԻՇԵՑՈՒՄ

Սպանդանոցային մորթի պահանջը ողջ հանրապետությունում պարտադիր է դարձել 2020թ. հուլիսի 1-ից: Դա ենթադրում է՝

• բացառապես սպանդանոցային մորթի ենթարկված մսի շրջանառություն,

• մսի մակնշում՝ ներառյալ սպանդանոցի մասին տեղեկություններ,

• վարչական պատասխանատվություն այս պահանջները չկատարելու համար:

Սպանդանոցային ծագման միս-մսեղիքը Հայաստանի տարածքով փոխադրելու և իրացնելու համար ՍԱՏՄ-ի կողմից տրամադրվում է ձև 5 անասնաբուժական վկայականը: Այն սպանդանոցները պետք է տրամադրեն միսն իրենցից ձեռք բերող-իրացնողներին:

5-րդ ձևն ունի պիտակ, որը մատակարարի կողմից լրացվում և տրվում է իրացնողին, եթե վկայականում նշված խմբաքանակը բաժանվելու և իրացվելու է տարբեր վաճառակետերում կամ hանրային սննդի օբյեկտներում: Բաժանված յուրաքանչյուր խմբաքանակի հետ ևս տրվում է պիտակ, որը նույնականացվում է վկայականի հերթական համարակալման թվով:

Ձև 5 վկայականի վաճառքն առաջացնում է քրեական պատասխանատվություն:

Կենդանական ծագման մթերք, կենդանական ծագման հումք ձեռք բերող-իրացնողը, սպառողը պարտավոր է պահանջել դրա սպանդանոցային մորթն ու անվտանգությունը հավաստող ձև 5-ը կամ պիտակը, իսկ սպառողը կարող է պահանջել և ստուգել դրա հավաստիությունը հեռախոսի օգնությամբ՝ QR-կոդի միջոցով, տեղում ստանալով վաճառվող մսի մասին ամբողջ տեղեկատվությունը և համոզվելով, որ տվյալ խմբաքանակն ունի սպանդանոցային ծագում և անվտանգ է:
