Կառավարությունը հաստատեց Պաշտպանական ազգային հետազոտական համալսարանի ստեղծման որոշման նախագիծը

ՀՀ պաշտպանության նախարարության նախաձեռնությամբ ստեղծվում է Պաշտպանական ազգային հետազոտական համալսարան` ՀՀ ՊՆ ազգային ռազմավարական հետազոտությունների ինստիտուտի (ԱՌՀԻ) հիման վրա: «Արմենպրես»-ի հաղորդմամբ` այդ մասին որոշման նախագիծը հաստատվեց կառավարության նիստում:
«Միջգերատեսչական ձևաչափով կրթական ծրագրերի իրականացմամբ պաշտպանական-անվտանգային համակարգի ղեկավար կադրերի պատրաստումը և պետության ռազմաքաղաքական ղեկավարության համար պաշտպանական անվտանգային ոլորտում հետազոտությունների իրականացումը` գնահատումների և առաջարկությունների ներկայացմամբ, էական նշանակություն ունեն պետության անվտանգության ապահովմանն ուղղված համապետական քաղաքականության արդյունավետության մակարդակի բարձրացման տեսանկյունից: Այս խնդրի լուծմանն է միտված ՀՀ Պ Ն ազգային ռազմավարական հետազոտությունների ինստիտուտի (ԱՌՀԻ) հիման վրա ՀՀ ՊՆ ՊԱՀՀ-ի ստեղծման ծրագիրը»,- ասաց ՀՀ պաշտպանության նախարար Սեյրան Օհանյանը:
Նրա խոսքով՝ համալսարանի միջոցով հնարավոր կլինի իրականացնել բարձրագույն մագիստրոսական և լրացուցիչ կրթության ծրագրեր և միասնական գիտելիքի ու փոխհամաձայնեցված մասնագիտական գործունեության հիման վրա համախմբել ՀՀ ԶՈՒ-ի Գերագույն գլխավոր հրամանատարի շուրջ բարձրագույն ղեկավար կազմը, պաշտպանական-անվտանգային ոլորտում ռազմավարական հետազոտությունների կատարմամբ ապահովել տվյալ ոլորտում ռազմավարական որոշումների ընդունման գիտական հենքը, պատրաստել ՀՀ պաշտպանական-անվտանգային համակարգի համար գիտական կադրեր:
«Պաշտպանական ազգային հետազոտական համալսարան» պետական հիմնարկին ֆինանսական ճկունություն ընձեռելու համար կստեղծվի նաև համալսարանի հիմնադրամ: Այս մոդելը վերցված է ԱՄՆ «Պաշտպանական ազգային համալսարանի» և նրա հիմնադրամի օրինակից: Հիմնադրամը հնարավորություն կտա համալսարանական հիմնախնդիրները, որոնք հնարավոր չէ լուծել պետբյուջեից հատկացված միջոցներից, լուծել հիմնադրամին կատարվող բարեգործությունների հաշին:
Համալսարանի ստեղծման գաղափարը 2004-2014թթ. ընթացքում քննարկումներ է անցել ՀՀ և ԱՄՆ-ի առաջատար գիտակրթական ու պետական հաստատություններում, մասնավորապես` ԱՄՆ-ի Պաշտպանական ազգային համալսարանի Ռազմավարական կիրառական ուսուցման կենտրոնում, Տեխնոլոգիաների և ազգային անվտանգության քաղաքականության կենտրոնում, Միջազգային անվտանգային հարաբերությունների քոլեջում, Հարվարդի համալսարանում, Դիվանագիտության և իրավունքի Ֆլետչերի դպրոցում, ՀՀ ԿԳՆ Գիտության պետական կոմիտեում, ՀՀ Մասնագիտական կրթութ յան որակի ապահովման ազգային կենտրոնում:
