Ղազախստանում  տեղի ունեցող իրադարձությունների, ՀԱՊԿ-ի խաղաղապահներին Ղազախստան ուղարկելու թեմայի մասին զրուցել ենք քաղաքագետ Անդրեաս Ղուկասյանի հետ։

Անդրադառնալով ՀԱՊԿ-ի որոշմանը և հայ խաղաղապահների մասնակցությանը` Անդրեաս Ղուկասյանն ասաց․ «ՀԱՊԿ-ը ավտորիտար ռեժիմներ պաշտպանելու միջպետական միավորում է, և դա է վկայում նաև Ղազախստանի վերաբերյալ որոշումը։ Առաջին անգամ ՀԱՊԿ-ը օգտագործվում է որպես համատեղ ուժ, ընդ որում, ոչ թե արտաքին սպառնալիքից, այլ իբրև ՀԱՊԿ անդամ պետություններից մեկի ներքին կայունությունը ապահովելու համար։ Հայաստանի իշխող ուժը, որը երկար տարիներ հպարտ սիրում էր կրկնել, որ իշխանության է եկել թավշյա, ոչ բռնի, խաղաղ հեղափոխության արդյունքում, այսօր տեսնում ենք, որ հանդես է գալիս այլ հանրապետությունում՝ Ղազախստանում ոչ բռնի, խաղաղ հեղափոխության ճնշման գործողությունների մաս։ Սա պատմական առումով հետաքրքրիր դասավորություն է և վկայում է, որ իրականում ոչ մի հեղափոխական արժեքներ այս իշխանությունը երբեք չի ունեցել։ Եվ այսօր էլ իր գործողությունները վառ ապացույց են, որ իրենք ոչ թե գտնվում են ժողովրդավարական և լիբերալ քաղաքական դաշտի հատվածում, այլ ավտորիտար, բռնաճնշող, հետխորհրդային տարածքներին բնորոշ ռեժիմների շարքն են դասվում ամբողջությամբ»։

Անդրադառնալով այն հանգամանքին, որ Հայաստանի դեմ արտաքին սպառնալիքի պայմաններում ՀԱՊԿ-ը որևէ գործողություն չիրականացրեց, Ղուկասյանն ասաց․ «Հենց այդ ճշմարտությունն է կարևոր հասկանալ, որ ՀԱՊԿ-ը մի քանի ավտորիտար ռեժիմներ պաշտպանելու միջպետական միավորում է։ Խոսքը գնում է ավտորիտար, հանցավոր ռեժիմների՝ համատեղ ջանքերով պահպանվելու այդ միջոցառումների մասին։ Երբ Արցախը հարվածի տակ էր մեկ այլ ավտորիտար հանցավոր ռեժիմի կողմից, որը ՀԱՊԿ պետությունների համար եղբայրական ռեժիմ է ամբողջությամբ՝ իր հանցավոր, կոռուպցիոն հատկություններով ու կապերով, բնական է, այդ պետությունների համար ընդունված որոշում էր, որ Իլհամ Ալիևը իրավունք ունի հայերի Արցախում ստանալ ինչքան կուզի, ինչքան զենքը կհերիքի։ Իսկ այդ զենքը, չենք մոռանում, որ Ադրբեջանին մատակարարել էին և Ռուսաստանը, և Բելառուսը։ Հետո էլ ողջունել էին հաջողության հետ կապված։ Սա է իրողությունը։ Այդտեղ կարծես թե տարօրինակ էր, հեղափոխական, ոչ սովորական ձգտումներ ունեցող Հայաստանի ղեկավարությունն այդ հանցագործների ընդհանուր ակումբում ի՞նչ գործ ուներ։ Բայց պարզվեց, որ իրականում 2018 թվականին Հայաստանում ձևավորված իշխանությունը նույն ռեժիմների արժեքների մեջ գտնվող ռեժիմ է»։
