Նախարարի՝ հակասություններով լի որոշումը. «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է. ՀՀ առողջապահության նախարարի հրամանի համաձայն՝ հունվարի 22-ից հանրային սննդի օբյեկտների, հյուրանոցային տնտեսության օբյեկտների եւ մարզասրահի հաճախորդները, գրադարանների եւ թանգարանների այցելուները, թատերահամերգային, կինոյի եւ այլ մշակութային գործունեություն իրականացնող կազմակերպությունների հանդիսատեսները մուտք են գործելու միայն, եթե ներկայացնեն կա՛մ ՊՇՌ հետազոտության բացասական արդյունքը հավաստող առավելագույնը 72 ժամ վաղեմության սերտիֆիկատ, կա՛մ թեստի 24-ժամյա վաղեմության բացասական արդյունքը հավաստող տեղեկանք:
Իհարկե, կայացված որոշմամբ սահմանափակումներ կան, եւ դա, օրինակ, չի վերաբերում մինչեւ 18 տարեկան անձանց: Անձը հաստատող փաստաթուղթ ներկայացնելու դեպքում հղիները, փաստագրված բացարձակ հակացուցում ունեցողները, ուսանողները կարող են չներկայացնել ո՛չ թեստ, ո՛չ ՊՇՌ հետազոտության բացասական արդյունքը, ինչը նշանակում է, որ ուսանողների պարագայում հակասություն է առաջանում:
Բանն այն է, որ նախորդ տարվա հոկտեմբերի մեկից գործում է պարտադիր պատվաստման կամ 14 օրը մեկ կորոնավիրուսի թեստի բացասական պատասխան ունենալու հակասահմանադրական ճանաչված որոշումը, սակայն ուսանողները համալսարան դասի գնալով կարող են չպատվաստվել, նրանք բացառություն են կազմում: Ստացվում է՝ համալսարաններում, որտեղ ուսանողների շփումը միմյանց հետ ավելի շատ է, քան, օրինակ, հանրային սննդի կետում երեք հոգով ճաշելու պարագայում, ուսանողները կարող են թեստ չհանձնել կամ չպատվաստվել, մինչդեռ դրանից վարակվելու ռիսկը չի նվազում:
Ահա այսպիսի անտրամաբանական, չվերահսկվող գործիքների կիրառման արդյունքում է, որ Հայաստանում պատվաստումների ցուցանիշը շարունակում է ցածր մնալ: ՀՀ առողջապահության նախարարության հաղորդմամբ՝ հունվարի 9-ի դրությամբ կատարվել է ընդհանուր 1 694 518 քովիդ պատվաստում, որից 952 813-ը՝ առաջին դեղաչափ, 740 489-ը՝ երկրորդ։
