Փետրվարի 1-ից Հայաստանում անցում է կատարվում էլեկտրաէներգետիկական շուկայի նոր մոդելին։ Պաշտոնապես հիմնավորվում է, որ դրա նպատակը ՀՀ էլեկտրաէներգետիկական շուկայի ազատականացման և մրցակցային բաղադրիչների ներդրման համար անհրաժեշտ իրավական և տնտեսական նախադրյալների ստեղծումն է։

Այս թեմայի շուրջ զրուցել ենք տնտեսագետ Վահե Դավթյանի հետ։

Հարցին, թե ի՞նչ փոփոխություններ են սպասվում` տնտեսագետն ասաց․ «Տեսականորեն սա շատ լավ մոդել է, բայց պետք է հաշվի առնել մի շարք առաձնահատկություններ՝ կապված Հայաստանի էներգետիկ համակարգի հետ։ Նախ և առաջ փաստենք, որ Հայաստանի էլեկտրաէներգետիկ համակարգն ավելցուկային է, դրվածքային հզորությունները գերազանցում են այն հզորություններին, որոնք մենք այսօր օգտագործում ենք։ Սա նախ և առաջ նշանակում է արտահանման շատ մեծ հնարավորություններ, մի բան, որի վրա ի սկզբանե խարխսված է մեր ամբողջ էներգետիկ ռազմավարությունը դեռևս 1980-ականներից ի վեր, երբ շահագործման հանձնվեց հայկական ԱԷԿ-ը։ Ազատականացումը ենթադրում է մի մոդել, որի շրջանակներում գործի են դրվելու, այսպես կոչված, էլեկտրաէներգիայի թրեյդերային ինստիտուտները, որոնք հենց այս մրցակցային սկզբունքներով պետք է արտադրողից էլեկտրաէներգիա գնեն և վաճառեն ազատ շուկայում։ Բայց խնդիրն այստեղ այն է, որ նույն այդ թրեյդերային ընկերությունները կարող են և ազատ են նաև էլեկտրաէներգիա ձեռք բերել դրսից, տվյալ դեպքում կարող ենք խոսել Վրաստանի մասին։ Եվ փաստորեն ստացվում է, որ Հայաստանը, որն ունի էլեկտրաէներգետիկ հզորությունների ավելցուկ և պետք է զարգացնի արտահանման ռազմավարությունը, չի բացառվում, որ դառնա էլեկտրաէներգիա ներկրող պետություն։ Ինչո՞ւ, որովհետև ակնհայտ է, որ նույն Վրաստանից եկող էլեկտրաէներգիան ինքնարժեքով ավելի ցածր է, քան Հայաստանում արտադրվողը, և սա կարող է շատ լուրջ հարված հասնել մեր էներգետիկ անվտանգության համակարգին։ Այնպես որ, երբ մենք խոսում ենք ազատականացման մասին, պետք է շատ հստակ փորձենք տարանջատել արտահանումը և ներքին էլեկտրաէներգետիկ կոմունիկացիները։ Իմ տպավորությամբ, այս բաղադրիչն առանձնացված չէ, դրան առանձնահատուկ ուշադրություն դարձված չէ։ Եվ առհասարակ վերջին երկու-երեք տարիների էներգետիկ քաղաքականության միտումները վկայում են այն մասին, որ մենք առավելապես փորձում ենք դիրքավորվել որպես էլեկտրաէներգիա ներկրող պետություն»։
