Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը հունվարի 11-ին հրավիրել է ընդլայնված աշխատանքային խորհրդակցություն՝ նվիրված 2022 թվականի պետական բյուջեի եկամուտների ձևավորման և ծախսերի կատարման հարցերին։
Այս մասին հայտնում են Արցախի Հանրապետության նախագահի աշխատակազմից։
Խոսելով հարկաբյուջետային քաղաքականության մասին` երկրի ղեկավարը նշել է, որ, պայմանավորված հետպատերազմյան շրջանում առկա սոցիալ-տնտեսական և հումանիտար խնդիրներով, փոքր և միջին ձեռնարկատիրության համար սահմանվել են մեղմ հարկային ռեժիմ և մի շարք արտոնություններ, և նշված պայմաններում պետությունը բոլոր տնտեսվարող սուբյեկտներից ակնկալում է անվերապահ հարկային կարգապահություն։ Նախագահ Հարությունյանը հանձնարարել է ոլորտի պատասխանատուներին հարկային կանոնների խախտման դեպքերի պարագայում խստացնել պատասխանատվության մեխանիզմները՝ շեշտելով 2022 թվականին պետական բյուջեի եկամուտների մուտքերը պատշաճ մակարդակով ապահովելու հրամայականը։
Անդրադառնալով պետական գնումների գործընթացին՝ նախագահը նշել է, որ այսուհետ շինարարության, առողջապահության, գույքի ձեռքբերման և այլ ոլորտներում կիրառվելու է ավելի խիստ գործիքակազմ` արդար մրցակցության ապահովման ու հակամենաշնորհային քաղաքականության, տեղական արտադրանքի և ծառայությունների առաջնահերթության ապահովման, ինչպես նաև չարաշահումների բացառման ուղղությամբ։ «Այսուհետ բոլոր ուղղություններով ուժեղացված ստուգումներ են իրականացվելու, և, պետական պաշտոնյայի կողմից բյուջեից անգամ մեկ լումայի յուրացման կամ վատնման դեպքի հայտնաբերման պարագայում, կիրառվելու է խստագույն պատիժ», - զգուշացրել է երկրի ղեկավարը։
Հանրապետության նախագահը նշել է նաև, որ, պետական վերահսկողական մեխանիզմների խստացմանը զուգահեռ, հատուկ ուշադրության կենտրոնում են լինելու քաղաքացիների կողմից ստացված ահազանգերը, և կոչ է արել բնակչությանը համապատասխան թեժ գծերով չարաշահումների մասին հայտնել շահագրգիռ մարմիններին՝ այդպիսով ավելի մեծացնելով հանրային վերահսկողությունը պետական կառավարման համակարգի վրա։
