ՀՀ ՄԻՊ Արման Թաթոյանը ֆեյսբուքի իր էջում կոչով դիմել է ՀՀ քաղաքացիներին.
 
«Սիրելի´ հայրենակիցներ,
 
դիմում եմ ձեզ բոլորիդ` որպես Հայաստանի մարդու իրավունքների պաշտպան, ով սահմանադրական պարտավորություն ունի պաշտպանելու ձեր իրավունքներն ու ազատությունները.
Այո´, այսօր գլխավոր հարցը ադրբեջանական զինված ծառայողների հեռացումն է Գեղարքունիքում, Սյունիքում (ոչ միայն 2021թ. մայիսյան ներխուժումները) մեր գյուղերի մոտից ու ճանապարհներից` շփման ողջ երկայնքով` որպես մեր բնակչության իրավունքների պաշտպանության հիմնարար երաշխիք: Սա «օդում» հայտարարություն չէ:
Իրատեսակա՞ն է այս մոտեցումը: Այո´, բայց պետք է արագ գործել ու թիրախային, այլ ոչ թե բաց թողել կամ զրոյացնել հնարավորությունը և հետո ասել, թե իրատեսական չէ:
Օրինակ` երբ ադրբեջանական զինված ծառայողները փակել էին Գորիս-Կապան ճանապարհը, ինչու՞ անհապաղ չդիմեցինք Մարդու իրավունքների եվրոպական դատարան ու այդ ժամանակ կարող էինք «քնած» բարձրացնել միջանկյալ միջոցի հարց` հեռացնելու ադրբեջանական զինված ծառայողներին այդտեղից և բացելու ճանապարհը:
Բայց մենք ի՞նչ արեցինք. այլընտրանքային ճանապարհների հիասքանչ լինելու, իրավունքների խախտումներն անտեսելու ու «կյանքը որքան անվտանգ ու լավ է Սյունիքում», «իրենց տարածքն է` ոչինչ չենք կարող անել» քաղաքական հայտարարություններով զրոյացրեցինք այդ հնարավորությունը: Ընդ որում, ադրբեջանական զինված ծառայողներին հեռացնելու, մեր սահմանային բնակիչների իրավունքները պաշտպանելու հատուկ նպատակով ՄԻԵԴ կարող ենք դիմել նաև հիմա:
Կամ ինչու՞ մինչև հիմա չենք նախաձեռնել, օրինակ, ՄԱԿ-ի հատուկ զեկուցողի առաքելություն, որ գա և արձանագրի խախտումները ու մենք դա օգտագործենք ադրբեջանական զինված ծառայողներին հեռացնելու նպատակի համար: Բա այդ ինչպե՞ս եղավ, որ ՀՀ մարդու իրավունքների պաշտպանի առաջարկի հիմքով ԵԽԽՎ 2021թ. սեպտեմբերի 27-ի բանաձևում ամրագրվեց ապառազմականացված գոտու գաղափարը:
Ինչու՞ են մեր որոշ պաշտոնյաներ անվտանգությունը կտրում մարդուց, նրա իրավունքներից ու ամեն ինչ քննարկում ռազմաքաղաքական տեսանկյունից:
Չպետք է թույլ տալ, որ այս հարցերը միայն քաղաքական ընդհանրական հայտարարությունների ու ռազմական դաշտ տեղափոխվեն, որով ստվերվում են մարդու իրավունքները:
Այնպես որ` անվտանգության ու մարդու իրավունքների հարցն այն աստիճան կարևորության է, որ պետք է ամեն հնարավորություն` մեծ, թե փոքր, օգտագործել անհրաժեշտ նպատակի համար և ոչ թե ընդհանրական կասկածներով անիրատեսական դարձնել իրատեսական լուծումը. փաստերը բավարար են ճշգրիտ քայլերի համար:
Հեշտ է ոչինչ չանել, խախտումների փաստերն անտեսել կամ հերքել ու հետո ասել, թե անիրատեսական է:
Անվտանգության գոտու մասին մանրամասն գրված է իմ այս զեկույցում:
