«Ժողովուրդ» օրաթերթը գրում է. «Ժողովուրդ» օրաթերթի տեղեկությունների համաձայն՝ կասեցվել է ՀՀ քննչական կոմիտեի առաջարկած «Համաներման մասին» օրենքի նախագիծը: Հիշեցնենք, որ անցած տարի ՀՀ կառավարությունը մտադիր էր համաներել 44-օրյա պատերազմին մասնակցած այն քաղաքացիներին, որոնք անցնում են զինվորական ծառայության կարգի դեմ քրեական գործերով։

Ավելին՝ Քննչական կոմիտեի առաջարկած «Համաներման մասին» օրենքի նախագծով շեշտված էր Հայաստանի զինված ուժերի կողքին կանգնած քաղաքացիներին գնահատելը, եւ ընդգծվում էր՝ «սրանով ցուցաբերվում է մարդասիրական մոտեցում զինվորական ծառայության կարգի դեմ ուղղված հանցագործություններ կատարած անձանց նկատմամբ»։ Թեեւ վիճակագրություն չէր նշվում, ու հայտնի չէր, թե ընդունելու դեպքում քանի հոգու վրա կտարածվեր համաներումը, բայց նախագծում նշվում էր, որ կհամաներվեն ինչպես մինչեւ պատերազմի սկիզբը՝ սեպտեմբերի 26-ը ներառյալ ոչ մեծ եւ միջին ծանրության հանցանք կատարելու մեջ կասկածվող, մեղադրվող կամ այդ հանցանքը կատարելու համար դատապարտված անձինք, այնպես էլ ռազմական գործողությունները դադարելուց հետո՝ նոյեմբերի 9-ից մինչեւ մարտի 24-ը զինվորական ծառայության կարգի դեմ ուղղված հանցանք կատարելու համար դատապարտված զինծառայողները։

«Ժողովուրդ» օրաթերթը պարզեց, որ 44-օրյա պատերազմի վերաբերյալ դատախազությունում ավելի քան 1600 քրգործ է հարուցվել։ Հիշեցնենք, որ վերջին համաներումը տեղի է ունեցել 2018 թվականին, որը հայտարարվեց Էրեբունի-Երեւանի հիմնադրման 2800-ամյակի եւ Հայաստանի առաջին Հանրապետության անկախության հռչակման 100-ամյակի կապակցությամբ։ Գլխավոր դատախազության տվյալներով՝ այն ժամանակ համաներվեց ավելի քան 4 հազար 600 մարդ, իսկ հիմա համաներման գործընթացը դադարեցվել է, ընդ որում՝ անորոշ ժամանակով. ինչու, ում հրահանգով, քազաքական ինչ նպատակով՝ պարզ չէ: Ընդ որում նկատենք՝ պատերազմի մասնակիցները ոչ թե չարամտորեն խուսափել են, այլ շատ դեպքերում ուղղակի փախել, փրկվել են անօդաչու թռչող սարքերից, եւ հիմա նրանց դատելը, այդքան էլ արդար չէ:
