2021/22թթ ուկրաինական ճգնաժամն ինչ-որ առումով հիշեցնում է 1962թ կարիբյան ճգնաժամը, երբ ԽՍՀՄ ղեկավար Խրուշյովը սովետական հրթիռներ էր տեղադրել Կուբայում։ Այն ժամանակ, ԱՄՆ նախագահ Քենեդին այդ քայլը գնահատում էր որպես ուղիղ սպառնալիք ԱՄՆ-ի համար և հանուն դրա, պատրաստ էր հարվածել Կուբայի ռազմական օբյեկտներին։ Ճգնաժամը ռեալ սպառնում էր վերածվել 3-րդ համաշխարհային պատերազմի։ Սակայն Մոսկվան և Վաշինգտոնը այդ բարդ ճգնաժամից ոչ միայն գտան կոմպրոմիս, այլ նաև սկսվեց լիցքաթափման գործընթացը։
 
ՌԴ նախագահ Պուտինն այսօր, կարծես որդեգրել է նույն քաղաքականությունը, ինչ-որ ժամանակին արեց Քենեդին։ Նա սպառնաց, բայց միևնույն ժամանակ նաև ստիպեց ԱՄՆ-ին՝ գնալ բանակցությունների։
 
Կարելի է իհարկե, հենվելով մեդիահրապարակումների ու ցանցային վերլուծությունների վրա թույլ ենթադրություններ անել այն մասին, որ ԱՄՆ-ը պաշտոնապես չի ցանկանում ընդունել ՌԴ պահանջները։ Այսինքն, ԱՄՆ-ը չի ցանկանում ՌԴ-ին տալ վետոյի իրավունք՝ Ուկրաինայի ՆԱՏՕ մտնելու հարցում։ Դա էլ որոշներին առիթ տալիս է, խոսելու բանակցությունների ձախողման մասին։ Սակայն իրականում կարող է այդպես չլինել և դա ցույց կտա ժամանակը։
Ուկրաինայի մուտքը ՆԱՏՕ առայժմ սառեցված է, գուցեև ընդմիշտ։ Գերմանիան և Ֆրանսիան դեռևս չեն հրաժարվում 2008թ. դրված իրենց ՎԵՏՕ-ից, ընդդեմ Ուկրաինայի ու Վրաստանի մուտքի։ Կարծես թե այս հարցում Ֆրանսիան և Գերմանիան միայնակ չեն։
 
Վերջին օրերին, Արևմուտքը Ուկրաինային հասկացնում է, որ չի պատրաստվում կռվել իր փոխարեն։ Իսկ ՌԴ դեմ նոր սանկցիաները՝ վնասում են նաև Արևմուտքի հավաքական տնտեսությանը։
 
Հնարավոր է, որ ՌԴ-ն հասնի Արևելյան Եվրոպայից հակահրթիռային պաշտպանությանը սպառնացող տեխնիկայի հեռացմանը։ Արևմուտքը հնարավոր է այս հարցում ընդառաջի ՌԴ-ին, եթե վերջինս կրճատի իր ռազմական ներկայությունն Ուկրաինայի սահմաններին։ Այս պարագայում, կարծում եմ, Արևմուտքում կգտնվեն գործիչներ, ովքեր կհամաձայնվեն վերադառնալ ՌԴ-ՆԱՏՕ 1997թ. պայմանագրին։ Այդպես ապրելն ավելի հանգիստ է և անվտանգ։
 
Եվ վերջապես ԵԱՀԿ-ի ռեաբիլիտացիան, որպես համաեվրոպական անվտանգության կարևոր հենարան, կարող է դառնալ լուծումներից մեկը։ Հատկապես, որ ՌԴ-ն ԵԱՀԿ առաջատար երկրներից մեկն է։
 
Այնուամենայնիվ, դեռ գործընթացը գնում է, և վերջնական եզրակացություններ անելը վաղ է։ Հատկապես, որ դեռևս պարզ չէ, թե ինչպես կպահեն իրենց ԱՄՆ կոնգրեսը, կամ գերմանական կանաչներն ու արևելաեվրոպական մի շարք երկրներ, որոնք առայժմ այդքան էլ հակված չեն Ուկրաինայի շուրջ լարվածության թուլացմանը։
