Ադրբեջանի նախագահը տեղական լրատվամիջոցներին տված հարցազրույցում ասել է, որ ադրբեջանական կողմը խոչընդոտելու է Լեռնային Ղարաբաղի հակամարտության կարգավորմամբ զբաղվող ԵԱՀԿ Մինսկի խմբի գործունեությունը, քանի որ հակամարտությունը, ըստ նրա, լուծված է:

Այս թեմայի շուրջ զրուցել ենք քաղաքագետ Արեգ Քոչինյանի հետ։

Հարցին, թե ինչո՞ւ է Ալիևը նման հայտարարությամբ հանդես գալիս` քաղաքագետն ասաց․ «Եթե հակամարտությունը ադրբեջանական կողմը համարում է լուծված, ապա կարիք չկա դրա մասին ամիսը մեկ անգամ հիշեցնել. եթե ինչ-որ հարց լուծված է, դրա մասին մեկ անգամ ասում ես ու այլևս չես անդրադառնում, եթե ամիսը մեկ անգամ խոսում ես այդ մասին՝ նշանակում է, որ ինչ-որ խնդիր կա, անգամ քո մտածողության մեջ այդ խնդիրը լուծված չէ: 44-օրյա պատերազմից հետո ընդհանրապես հայ-ադրբեջանական հարաբերությունները պետք է դիտարկել ավելի լայն, այն է՝ ռուս-թուրքական հարաբերությունների համատեքստում: Հայ-ադրբեջանական հարաբերություններում յուրաքանչյուր լարում կապված է ռուս-թուրքական հարաբերությունների կոնյունկտուրայի հետ: Վերջին լարումները, ըստ էության, կապված են Միջին Ասիայում տեղի ունեցած գործողությունների, այսպես ասած՝ ղազախական կամպանիայի ու դրանցում Հայաստանի ավելորդ ակտիվ մասնակցության հետ: Սրանք պետք է դիտարկել Թուրքիայից ուղարկված մեսիջներ հիմնականում Ռուսաստանին»:

Հարցին, թե արդյոք նմանօրինակ հայտարարությունները հետևանքներ կունենա՞ն Ադրբեջանի կամ Թուրքիայի համար, որոնք կստեղծվեն հենց համանախագահ երկրների ջանքերով` քաղաքագետն ասաց․ «Մեծ հաշվով, մոտավորապես Կազանյան փաստաթղթից սկսած, Մինսկի խմբի համանախագահությունում Արևմուտքն էականորեն զիջել էր առաջնորդության իր դերը Ռուսաստանին, ու կարելի է ասել, որ Կազանից սկսած այդ ձևաչափում առաջնորդող դերը հիմնականում Ռուսաստանն ուներ: Եթե Արևմուտքը հիմա զգա, որ իր շահերից են բխում Մինսկի խմբի վերակենդանացումն ու այնտեղ որոշակի առաջատար դիրքի գրավումը, բնականաբար, կլինեն սրա արձագանքները, եթե նման ցանկություն ու կարիք Արևմուտքը չունենա, բնականաբար չի լինի: Այստեղ շատ կարևոր է նաև հետևյալը. վաղը նախատեսվում է Թուրքիայի ու Հայաստանի հատուկ բանագնացների առաջին հանդիպումը: Պետական մակարդակով թմբկահարվեց, թե այն տեղի է ունենում առանց նախապայմանների, բայց Թուրքիան շատ հստակ նախապայման է ձևակերպել. Թուրքիայի արտգործնախարարն ասել է, որ այս գործընթացը պետք է ամբողջովին ընդունելի լինի Ադրբեջանի համար, ինչն ինքնին արդեն նախապայման է: Ու երբ Ադրբեջանի նախագահն անում է նման հայտարարություններ, դա գործիք է դառնում թուրքական կողմի համար, որ հայկական կողմին ասեն, թե մեր ադրբեջանցի բարեկամներն այսպիսի պահանջներ ունեն, որպեսզի այս բանակցությունների սկսմանը իրենք համաձայնեն, ու մենք էլ կարողանանք առաջ շարժվել»:
