Մարդու իրավունքների պաշտպանը պարբերաբար բարձրացնում է, մասնավորապես, Սյունիքում ու Գեղարքունիքում բուֆերային գոտի ստեղծելու անհրաժեշտության մասին, այնինչ, Հայաստանի արտաքին գործերի նախարարությունը զորքերը հայելային եղանակով հետ քաշելու անհրաժեշտության մասին է հայտարարում։

Այս թեմայի մասին զրուցել ենք Ազգային ժողովի նախկին պատգամավոր Տարոն Սիմոնյանի հետ։

Հարցին, թե Տարոն Սիմոնյանն ինչպե՞ս է գնահատում այս հայտարարությունները` նախկին պատգամավորն ասաց․ «Մարդու իրավունքների պաշտպանն ասում է, որ բնակիչներին մոտ գտնվող ադրբեջանցի զինծառայողները պետք է հեռացվեն տարածքից, որովհետև նրանց կյանքի իրավունքին անմիջական վտանգ է սպառնում։ Եվ նրանք չեն կարողանում իրենց բնականոն գործունեությունը կազմակերպել։ Սա նշանակում է, որ սահմանային բնակավայրերից հեռու պետք է լինեն զինվորները և ռազմական օբյեկտները, որպեսզի դրանք հանկարծ չդիտարկվեն այդ բնակիչների, այդ թվում, կյանքի իրավունքի նկատմամբ սպառնալիք, էլ չեմ խոսում սեփականության իրավունքի մասին, քանի որ բազմաթիվ են դեպքերը, երբ բնակիչների անասունները գողացվում ու սպանվում են ադրբեջանցի զինվորականների կողմից։ Ես այդ հայեցակարգը չափազանց կարևոր եմ համարում, որովհետև այլ տարբերակ չի կարելի դիտարկել։ Իսկ երբ կառավարությունն ասում է՝ հայելային հեռացում անենք, մենք չենք կարող մեր բնակավայրերից հեռանալ։ Մեր բնակավայրերը սահմանին են, հայելային հեռացում չենք կարող անել։ Մենք չենք կարող մեր բնակավայրերից մեր զինվորներին հեռացնել, բայց դիմացի պետության զինվորները պետք է գնան, որովհետև այնտեղ բնակավայր չկա։ Հետևաբար, այստեղ հայելային հեռացման մասին չի կարող խոսք լինել, այստեղ մարդու իրավունքների պաշտպանությամբ պայմանավորված՝ թշնամական զորքի հեռացման մասին է խոսքը»։

Անդրադառնալով հարցին, թե արդյո՞ք կառավարության վարած քաղաքականությունը բավարա՞ր է շփման գծում գտնվող մարդկանց իրավունքների ու անվտանգության պաշտպանության առումով` նախկին պատգամավորն ասաց․ «Կարող եմ ասել, որ կառավարության քաղաքականություն չկա, դա բացակայում է։ Կառավարությունն այս բնագավառում անգործության է մատնված, որովհետև ոչ միայն չեն գնահատում ստեղծված իրավիճակն այդ բնակիչների աչքերով, թե նրանք ինչ վիճակում են հայտնվել, այլ նաև իրենց հայտարարություններով վնասում են այդ բնակիչների իրավունքներին, այդ թվում՝ նրանց սեփականության իրավունքից զրկման իմաստով։ Նույն կառավարությունը սեփականության վկայականներ է տվել շատ անձանց, բայց այդ տարածքներն այժմ գտնվում են Ադրբեջանի վերահսկողության տակ։ Իսկ պաշտոնական անձինք երբեմն հայտարարություններ են կատարում՝ ասելով, թե «դրանք Հայաստանի տարածքները չեն»։ Եթե Հայաստանի տարածքները չեն, բա այդ ո՞վ էր սեփականության վկայականները բաժանում ժամանակին։ Այսինքն՝ այս բնագավառում և քաղաքականությունը բացակայում է, և ի վնաս բնակիչների է շատ դեպքերում»։
