Գազի գնի բարձրացումը կհանգեցնի շղթայական թանկացումների

Ենթադրվում է, որ սույն թվականի ապրիլի 1-ից բնական գազի գինը սահմանին և երկրի ներսում բարձրանալու է, որովհետև «Գազպրոմ Արմենիա» ՓԲԸ-ն այդ հարցով դիմել է ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողով: Անցած տարի՝ հոկտեմբերի 19-ին, փոխվարչապետ Մհեր Գրիգորյանը հայտարարեց, որ գազի սակագինը չի փոխվի 5-րդ էներգաբլոկի խնդիրը լուծելու դեպքում:
Այս թեմայի վերաբերյալ զրուցել ենք տնտեսագետ Սուրեն Պարսյանի հետ։
Հարցին, թե հնարավոր չէ՞ր այդ խնդիրը լուծել, որ գազի սակագինն անփոփոխ մնար` տնտեսագետն ասաց․ «Մհեր Գրիգորյանն ու գործող իշխանությունը գազի գինն առերևույթ չբարձրացնելու նպատակով 4,7 դրամով բարձրացրեցին էլեկտրաէներգիայի սակագինը, այսինքն՝ եթե լրացուցիչ 10 դոլար նախատեսվում էր, որ պետք է գազի գինը բարձրանա ու այդ 10 դոլարն ուղղվեր 5-րդ էներգաբլոկի ծախսերի կատարմանը, ապա դա, ըստ էության, գործող իշխանությունը՝ Մհեր Գրիգորյանի ղեկավարությամբ, խորամանկ մեխանիզմով այդ ծախսը տարան գազից դեպի էլեկտրաէներգիա: Այդ գումարը դարձյալ ստանում է «Գազպրոմ Արմենիան», բայց ոչ թե գազի վաճառքից, այլ՝ էլեկտրաէներգիայի: Ստացվում է, որ 10 դոլարի չափով կբարձրանար գազի գինը, եթե օրինակ՝ 5-րդ էներգաբլոկի 32 միլիոնը չդրվեր էլեկտրաէներգիայի սակագնի մեջ: Սրան էլ գումարած՝ հանրությունից գաղտնի, երկու ամիս առաջ կնքվել է նոր համաձայնագիր, որի համաձայն Ռուսաստանից մատակարարվող գազի համար որոշվել է կալորիականության նոր սխեմա: Դրա համաձայն 7900 կկալ/խմ-ի դեպքում գինը 1165 դոլար է, իսկ 4500 կկալ/խմ-ի դեպքում՝ 177 դոլար: Ըստ էության, վերջին տարիներին Հայաստանը ստացել է 8300 կալորիականության գազ ու եթե այս տվյալներով հաշվենք, կստացվի, որ գազի գինը բարձրացել է 8,6 դոլարով, ինչը փաստաթղթում չկա, բայց ապրիլի 1-ից, երբ սկսվի այս բանաձևը կիրառվել, կտեսնենք, որ գազի գինը սահմանին նվազագույնը 8,6 դոլարով բարձրացել է: Սա կհանգեցնի շղթայական թանկացումների»:
