Ոչ ոք չի ասում, որ մենք չենք ձգտում խաղաղության. Սեյրան Օհանյան
POLITICSՀՀ ազգային ժողովի ընդդիմադիր «Հայաստան» խմբակցության ղեկավար Սեյրան Օհանյանը վստահեցնում է՝ իրենց քաղաքական ուժը չի պնդում, թե խաղաղության չի ձգտում, չի պնդում, թե հարևանների հետ սահմանները պետք չէ ճշգրտել, սակայն դրա համար համապատասխան պայմաններ իրենք դեռևս չեն տեսնում: Օհանյանն այս մասին վստահեցրեց ԱԺ լիագումար նիստում Սահմանագծման և սահմանազատման հիմնախնդիրների մասին հայտարարության իրենց նախագիծը օրակարգ ընդգրկելու մասին հարցի քննարկմանը:
«Անկասկած, ՀՀ-ում և Արցախում այսօր տիրող սահմանային իրավիճակը մտահոգություն է առաջացնում մեր ժողովրդի համար: Հարցն ընդգրկելով օրակարգ, բացի նրանց, որ հիմնախնդիրները կարող ենք քննարկել, նաև հնարավորություն է ստեղծվում ուսումնասիրել և քննարկել այսօր սահմանում տիրող իրավիճակը»,-ասաց Օհանյանը:
Գլխադասային հանձնաժողովի բացասական եզրակացությունը նա անընդունելի համարեց:
«Ոչ ոք չի ասում, որ մենք չենք ձգտում խաղաղության և ոչ ոք չի ասում, որ մեկ օր սահմանները մեր հարևանների հետ չպետք է ճշտենք: Այո, մեր հարևանների. այսինքն` հակամարտող կողմը պետք է դառնա հարևան հանրապետություն: Առաջին նախապայմանը սա է, որ ստեղծվեն համապատասխան խաղաղության պայմաններ, և այդ շրջանակներում իրականացվի սահմանազատումն ու սահմանագծումը»,-ասաց Օհանյանը:
Այսպիսով` նա առաջարկեց քվեարկել կողմ և հարցն ընդգրկել լիագումար նիստի օրակարգ:
Արտաքին հարաբերությունների մշտական հանձնաժողովի անդամ, հարակից զեկուցող Հռիփսիմե Գրիգորյանը հիշեցրեց, որ հայտարարության նախագիծը նոր չէ, այն մեկ անգամ արդեն ԱԺ լիագումար նիստերի դահլիճում մերժվել է և կրկին բերվել: Ըստ նրա՝ հայտարարության նախագիծը կարելի է բաժանել երեք մասի:
Առաջին հատվածում, որտեղ խոսվում է պատերազմի մասին, ադրբեջանական ուժերի կողմից ՀՀ ինքնիշխան տարածք ներխուժման մասին, արվում են գերիների վերադարձը դեռևս չապահովելու շուրջ դատապարտումներ: Ըստ Գրիգորյանի՝ այդ հատվածում կրկնություն է, ԱԺ-ն արդեն 4 անգամ նմանատիպ հայտարարություն ընդունել է:
«Երկրորդ հատվածը ներքաղաքական ընդդիմադիր խոսույթ է, տեքստը կոչ է անում ՀՀ լեգիտիմ կառավարությանը մնալ ՀՀ Սահմանադրության և միջազգային պարտավորությունների շրջանակում: Հնչում են այնպիսի անվստահություն հայտնող հայտարարություններ, որոնք չեն համապատասխանում իրականությանը, և չեն կարող ընդունվել իշխող մեծամասնության կողմից, դրանք կարող են թուլացնել ՀՀ դիրքերը բանակցային սեղանին: Իսկ երրորդ հատվածը, որը վերջապես առնչություն ունի սահմանագծման և սահմանազատման հետ, այսինքն` հայտարարության վերնագրի հետ, ապա պետք է ասել, որ մեր պետության շահերից բխում է սահմանազատման և սահմանագծման օրակարգը ոչ թե փոխկապակցել ԼՂ խնդրի խաղաղ կարգավորման գործընթացի հետ, այլ տարանջատել՝ հետևյալ պարզ պատճառով, որ սահմանագծումն ու սահմանազատումը վերաբերում են ՀՀ-ի և Ադրբեջանի պետական սահմաններին, մինչդեռ ԼՂ հիմնախնդիրը ոչ թե տարածքային, այլ ժողովուրդների ինքնորոշման հարց է: Հեղինակների կողմից այս երկու հարցերի փոխկապակցումը չի բխում ՀՀ շահերից, ուստի անընդունելի է մեզ համար»,-ասաց Գրիգորյանը:
Արծվիկ Մինասյանն էլ ասաց, որ եթե ներքաղաքական ինչ-որ բառապաշար կա, որը թույլ է տալիս նման եզրահանգման գալ, ապա իշխանությունը պարզապես պետք է առաջարկ ներկայացնի:
Քվեարկությամբ հայտարարության նախագիծը չընդգրկվեց լիագումար նիստի օրակարգ՝ ստանալով 33 կողմ, 64 դեմ ձայն:
