«Ժողովուրդ» օրաթերթը գրում է. Հայ-ադրբեջանական սահմանի գյուղերի բնակիչների հարցերը շարունակում են չլուծված մնալ: Մասնավորապես բազմաթիվ խնդիրներ են հայտնաբերվել ԱԺ մարդու իրավունքների պաշտպանության եւ հանրային հարցերի մշտական հանձնաժողովի նախագահ Թագուհի Թովմասյանի հանձնարարությամբ աշխատակիցների՝ Սյունիք կատարած այցի ընթացքում: Կապանից դեպի 4 գյուղեր՝ Ագարակ, Խդրանց, Եղվարդ եւ Ուժանիս տանող ճանապարհի նկատմամբ Ադրբեջանն առանց որեւէ իրավական հիմքի վերահսկողություն է սահմանելու, եւ դրա հետեւանքով մարդկանց համար հումանիտար խնդիրներ են առաջ եկել։ Օրինակ՝ Եղվարդ գյուղի բնակիչները նշել են, որ գյուղում շեշտակի նվազել է ոչխարաբուծությունը այն պատճառով, որ զրկվել են արոտավայրերն օգտագործելու հնարավորությունից. այդ տարածքներն այժմ ադրբեջանական զինված ուժերի տիրապետության տակ են։

Բացի այս, արդեն 10 գլուխ խոշոր եղջերավորներ հայտնվել են սահմանից այն կողմ, եւ գյուղացիները գոնե մնացածը փրկելու համար կենդանիներին ախոռից դուրս չեն հանում։ 3 գլուխ խոշոր եղջերավորներ Ագարակ գյուղից են հատել սահմանը, իսկ Ուժանիս գյուղում, ճիշտ է, նման դեպք դեռ չի գրանցվել, սակայն մարդիկ վաճառում են անասունները. խոշոր եղջերավորները արդեն պակասել են 21-ով։ Ինչպես Սյունիքի այլ սահմանամերձ բնակավայրերի դեպքում, այստեղ էլ այլընտրանքային ճանապարհը լուծում չէ: Բացի անվտանգ ապրելու իրավունքից, այլընտրանքային ճանապարհի դժվարանցանելիության պատճառով խախտվում են տեղի բնակիչների կրթության, աշխատանքի, բուժօգնության եւ այլ իրավունքներ։ Օրինակ՝ եթե նախկինում գյուղացիները հեշտությամբ կարողանում էին հասնել Կապան քաղաք՝ աշխատանքի, ապա այժմ ճանապարհի դժվարանցանելիության պատճառով, իսկ եղանակային վատ պայմանների դեպքում՝ անանցանելիության պատճառով մարդիկ ստիպված բնակարան են վարձակալել։ Առկա են նաեւ բուժօգնության իրավունքի խախտման դեպքեր. թեեւ գյուղերն ունեն բուժհաստատություն, որտեղ համապատասխան առաջնային օգնություն է ցուցաբերվում (Եղվարդի եւ Ուժանիսի համար գործում է մեկ բուժհաստատություն Եղվարդ գյուղում), սակայն բուժօգնության ավելի լուրջ հարցերը չեն կարող լուծվել տեղում։

Մարդիկ լիարժեք բուժօգնություն ստանալու համար պետք է կրկին հասնեն Կապան քաղաք։ Այսպիսով, ադրբեջանական ծառայողների՝ հայկական գյուղերին այդքան մոտ տեղակայված լինելը, ամրացումները եւ նրանց կողմից միջհամայնքային ճանապարհների վերահսկողությունը խորացնում են մարդկանց իրավունքների խախտումները, խաթարում են նրանց բնականոն կյանքը: Հետեւաբար ինչպես արձանագրել է ԱԺ ՄԻՊ եւ ՀՀ հանձնաժողովի նախագահ Թագուհի Թովմասյանը, պետք է գործուն քայլեր ձեռնարկվեն անվտանգության ապառազմականացված գոտի ստեղծելու համար, որպեսզի վերականգնվեն սահմանային բնակավայրերի բնակիչների իրավունքները կամ դրանց մի մասը:
