Երբ չկա մեղադրելու առիթ․ ինչպե՞ս անլրջացնել իրական քննադատությունը

Գործող իշխանությունները՝ Նիկոլ Փաշինյանի գլխավորությամբ, քննադատության հազար ու մի առիթ են տալիս, բայց բովանդակային ու լուրջ քննադատության փոխարեն հայաստանյան մամուլը հաճախ ընկնում է անլրջության գիրկը, իշխանական որևէ պաշտոնյայի կամ պատգամավորի անհարթ խոսքը դարձնում սկանդալի ու քննադատության առարկա՝ դրանով իսկ անլրջացնելով իրական քննադատությունը։ Հենց սա էլ բնորոշում է թե՛ հայաստանյան մամուլի, թե՛ հանրության ողբերգական վիճակը։
Շրջակա միջավայրի նորանշանակ նախարար Հակոբ Սիմիդյանն այսօր առաջին անգամ էր ելույթ ունենում խորհրդարանում, ներկայացնում «ՀՀ հարկային օրենսգրքում» կառավարության առաջարկած փոփոխությունները, որոնք վերաբերում են ՀՀ տարածք օզոնաքայքայիչ նյութերի ներմուծման և իրացման արգելքին, բնապահպանական հարկերի դրույքաչափերի բարձրացմանը։ Ելույթից հետո մամուլի բազմաթիվ միջոցներ սկսեցին «քրքրել» նախարարին, նրա ելույթը, անհարթ խոսքը, մինչդեռ կարող էին իրապես լուրջ քննադատություն և դիսկուրս ծավալել ՀՀ-ի համար կարևորագույն ոլորտի՝ բնապահպանության վերաբերյալ։
Միգուցե նախարարն առաջին անգամն էր ելույթ ունենում, ինչի պատճառով էլ կաշկանդված էր, նրա խոսքը իսկապես հարթ չստացվեց, սակայն Սիմիդյանը կարողացավ ներկայացնել առաջարկվող փոփոխությունները։ Նախարարը, ի դեպ, քաղաքական պաշտոն է, և կարևորը լավ մենեջեր լինելն ու ոլորտը առաջ տանելն է, այլ ոչ միայն սահուն խոսքը։ Բնականաբար, ՀՀ ցանկացած պաշտոնյայի, քաղաքական գործչի խոսք պետք է լինի հանրության ուշադրության կենտրոնում, խոսեն ու քննադատեն, սակայն, փաստենք, առավել էականն ու կարևորը խոսքի բովանդակությունն է, այլ ոչ թե այն, արդյո՞ք նախարարը ժպտաց իր ելույթում, թե՞ հոգոց հանեց։ Ինչևէ, Հակոբ Սիմիդյանը եղել է նաև «Իմ քայլը» խմբակցության քարտուղարը, երբևէ սկանդալային վարքով աչքի չի ընկել, նրան կոռուպցիայի և այլ ապօրինությունների մեջ մեղադրելու փաստ ու առիթ չեն ունեցել ԶԼՄ-ները, ուստի և ստիպված են անդրադառնալ ելույթի անհարթությանը։
