2022 թվականի հունվարից ուժի մեջ է մտել ՀՀ կառավարության 2021 թվականի մայիսի 13-ին 747-Լ որոշմամբ հաստատված գիտական գործունեությամբ զբաղվողների վարձատրության պաշտոնական դրույքաչափերի նոր սանդղակը, որով գիտնականների աշխատավարձը զգալիորեն բարձրացվել է: Այս մասին հաղորդում է ՀՀ ԿԳՄՍՆ-ն:

Համաձայն նշված որոշման` գիտական և գիտատեխնիկական գործունեության բազային ֆինանսավորման ծրագրերում ընդգրկված և ատեստավորում անցած գիտական կադրերի պաշտոնային դրույքաչափի բազային աշխատավարձը 2022 թվականի հունվարի 1-ից սահմանվել է 66 140 ՀՀ դրամ:

Միաժամանակ հաստատվել է յուրաքանչյուր տարակարգի և գիտական պաշտոնի դրույքաչափի հաշվարկման գործակիցների աղյուսակը: Ըստ այդմ` գիտնականի աշխատավարձի նվազագույն արժեքը հաշվարկվում է վերը նշված բազային աշխատավարձի և համապատասխան գործակցի արտադրյալով` ՀՀ օրենսդրությամբ նախատեսված աշխատաժամանակի նորմալ տևողությամբ աշխատողների համար: Նշված սանդղակով 2022-2025 թվականների համար նախատեսվել է գիտնականների աշխատավարձերի աստիճանական բարձրացում, որը կապահովի համադրելիություն պետական համակարգի աշխատավարձերի համեմատությամբ:

ԱՂՅՈՒՍԱԿ

ԳԻՏԱԿԱՆ ԿԱԴՐԵՐԻ ՆՎԱԶԱԳՈՒՅՆ ՊԱՇՏՈՆԱՅԻՆ ԴՐՈՒՅՔԱՉԱՓԻ ՀԱՇՎԱՐԿՄԱՆ ԳՈՐԾԱԿԻՑՆԵՐ

Նշենք, որ 2010 թվականից գիտական աշխատողների աշխատավարձերի վերանայում չի իրականացվել, և ներկա բարձրացումը ոլորտի առողջացմանն ու զարգացմանն ուղղված հիմնարար քայլ է:

Գիտական կադրերի որակավորման գործընթացը կարգավորվում է կառավարության 2001 թվականի N 935 որոշմամբ, որը սահմանում է գիտական պաշտոնների տարակարգերը և դրանց ներկայացվող նվազագույն պայմանները: Ըստ այդմ` հաստատված են հետևյալ գիտական պաշտոնները` կրտսեր գիտաշխատող, գիտաշխատող, ավագ գիտաշխատող, առաջատար գիտաշխատող, գլխավոր գիտաշխատող:

Գիտական կազմակերպությունները, ըստ իրենց մասնագիտական յուրահատկությունների, կարող են սահմանել ատեստավորման հավելյալ պահանջներ: Ատեստավորման գործընթացը վերահսկում է ՀՀ գիտության կոմիտեն:

Առաջիկայում ՀՀ կառավարության հաստատմանը կներկայացվեն ատեստավորման նոր չափանիշները, որոնք հիմք կհանդիսանան 2024 թվականին գիտական կադրերի համապետական ատեստավորման անցկացման համար:

Բազային աշխատավարձերի նորմավորումը, ըստ գիտական կադրերի տարակարգի, կփոխի գիտական ներուժի կադրային կառուցվածքը և կապահովի գիտության ոլորտում կադրերի բնականոն արտահոսքն ու ներհոսքը, կնպաստի գիտության ոլորտը երիտասարդ կադրերով համալրելու խնդրի լուծմանը, գիտական կադրերի սոցիալ-տնտեսական և աշխատանքային պայմանների բարելավմանը, գիտության և տեխնիկայի բնագավառի բարձր որակավորում ունեցող կադրերի թվաքանակի կայուն աճին և գիտական ներուժի արդյունավետ նպատակային վերարտադրության ապահովմանը:

Նշենք նաև, որ բազային աշխատավարձից բացի՝ ակտիվ գիտաշխատողները լրացուցիչ ֆինանսավորում են ստանում պետական և միջազգային տարբեր դրամաշնորհային ծրագրերից: Վերջին տարիներին զգալիորեն ավելացել են նաև ՀՀ գիտության կոմիտեի կազմակերպած գիտական և գիտատեխնիկական գործունեության թեմատիկ ֆինանսավորման մրցույթների շրջանակում իրականացվող ծրագրերի քանակն ու դրանցում ընդգրկված գիտաշխատողների թիվը:
