Եթե Ռուսաստան-Արևմուտք հարաբերություններում փոխզիջում չլինի, ապա կարող է Ուկրաինայի դեմ որոշակի գործողություններ իրականացվել

Ռուսաստան-Ուկրաինա  հարաբերությունների մասին զրուցել ենք քաղաքագետ Բենիամին Պողոսյանի հետ։

Հարցին, թե ինչո՞ւ են լարվել կողմերի հարաբերությունները քաղաքագետն ասաց. «Իմ գնահատմամբ՝ խոսքը ոչ այնքան Ռուսաստան-Ուկրաինա հարաբերությունների մասին է կամ շատ քիչ է այդ երկրների հարաբերությունների մասին: Հիմնական խնդիրը 1991 թվականից հետո, այսինքն՝ սառը պատերազմի ավարտին, ԽՍՀՄ փլուզումից հետո Եվրոպայում ձևավորված անվտանգային համակարգը որոշակիորեն վերանայելու Ռուսաստանի ցանկությունն է կամ ձգտումը: Ռուսաստանը համարում է, որ 1991 թվականից հետո ձևավորված եվրոպական անվտանգային համակարգն արդարացի չէ, երկրորդ՝ հաշվի չի առնում Ռուսաստանի շահերը, և Ռուսաստանը կարծում է, որ այդ համակարգը ձևավորվեց 1990-ականներին, երբ Արևմուտքը, մասնավորապես՝ ԱՄՆ-ն, օգտվելով Ռուսաստանում տիրող քաոսային վիճակից, կարողացավ ձևավորել եվրոպական անվտանգային համակարգ, որը հավասարապես հաշվի չի առնում Ռուսաստանի շահերը և միակողմանիորեն առաջ է տանում Արևմուտքի շահերը։ Հիմա Ռուսաստանն այս համակարգի վերանայման հայտ է ներկայացրել, և այստեղ Ուկրաինայի խնդիրը, Ուկրաինայի անդամակցությունը ՆԱՏՕ-ին, Ռուսաստան-Ուկրաինա հարաբերությունները, Դոնեցկի, Լուգանսկի խնդիրները՝ դրանք, կարելի է ասել, ընդամենը պատրվակ են կամ մեծ խճանկարի մի փոքր մասը։ Պարզապես Ուկրաինան այնքանով է կարևոր, որ հիմա բոլորը ենթադրում են, որ եթե Արևմուտքը Ռուսաստանի բոլոր պահանջները մերժի կամ պահանջների մի մասը չկատարի, ապա Ռուսաստանը կարող է որոշ քայլեր կատարել Ուկրաինայի դեմ՝ դրանով ակնարկելով, որ եթե իր անվտանգային շահերը հաշվի չեն առնում, ապա Եվրոպայում նորմալ անվտանգային համակարգ չի լինի։ Այս իմաստով է Ուկրաինան քիչ թե շատ ուշադրության կենտրոնում, որ եթե Ռուսաստան-Արևմուտք հարաբերություններում փոխզիջում չլինի, ապա կարող է Ուկրաինայի դեմ որոշակի գործողություններ իրականացվել»։
