Արմեն Սարգսյանը ստիպված է հրաժարական տվել
INTERNATIONAL NEWSHetq.am–ը գրում է, որ թեև նախագահ Արմեն Սարգսյանը հրաժարականի դիմումում մի քանի պատճառ է նշել, սակայն դրանք քիչ առնչություն ունեն իր հրաժարականին։ Ըստ Hetq.am-ի՝ հրաժարականի պատճառը մեկն է՝ նա այլ երկրի քաղաքացի էր առնվազն մինչեւ նախագահ դառնալը:
Երբ Կոռուպցիայի և կազմակերպված հանցավորության լուսաբանման նախագիծը (OCCRP) նախագահ Արմեն Սարգսյանին այլ երկրի քաղաքացի լինելու մասին հարցում ուղարկեց, նա ապացույցներ է ուզել: Խոսքը Միացյալ Թագավորության մասին չէ, որի քաղաքացի էր Արմեն Սարգսյանը և որի մասին նրա ընտրվելուց առաջ հայտնի դարձավ: Արմեն Սարգսյանը Կարիբյան ծովում գտնվող փոքր երկրի՝ Սենթ Քիթս և Նևիսի քաղաքացի է եղել։
Կայքը տեղեկություն է ունեցել, որ նախագահն ուներ Սենթ Քիթս և Նևիսի անձնագիր, ինչը հաստատվել է Սարգսյանի հետ նամակագրության ընթացքում։ Երեկվա հրաժարականի հայտարարությունից առաջ նա պատասխանել էր Սենթ Քիթս և Նևիսի իր քաղաքացիության մասին Hetq.am–ի մի շարք հարցերին: Երբ ապացույցներ տրամադրելու իր խնդրանքին ի պատասխան լրատվամիջոցը փոխանցեցել է իր ձեռքի տակ եղած նրա անձնագրային տվյալները, Արմեն Սարգսյանն իր վարկածն է առաջ քաշել:
Վարկածում նա նշում է, թե տարիներ առաջ ներդրումներ է արել այդ երկրում։ Նամակագրության մեջ նախագահը խոստովանել է, որ մասնաբաժին է ունեցել Սենթ Քիթս և Նևիսի հյուրանոցներից մեկում։ Ըստ պնդման՝ նա մասնաբաժինը փոխանցել է իր ընտանիքի անդամներից մեկին մինչև 2013 թ. Միացյալ Թագավորությունում Հայաստանի դեսպան դառնալը։
Սենթ Քիթս և Նևիսում ներդրումների դիմաց քաղաքացիություն ստանալու ծրագիր կա, և Սարգսյանն ասում է, թե առանց իր իմացության է ինքն այդ ծրագրով քաղաքացի դարձել: Մեզ ուղղած իր պատասխանում նա նշել է. «...իմ շարժառիթը ներդրումներ անելն էր, իսկ անձնագիրն ինձ ընդհանրապես չէր հետաքրքրում»։
Ըստ Սարգսյանի պնդման՝ 2013-ին Միացյալ Թագավորությունում ՀՀ դեսպան նշանակվելուց առաջ հանձնարարել է իր իրավաբանին Սենթ Քիթս և Նևիսի անձնագիրը վերադարձնել պետությանը։
Շարունակելով վարկածը՝ Սարգսյանը նշել է, թե 2017-ին, երբ իրեն առաջարկ էր արվել ՀՀ նախագահ դառնալ, պարզել էր, որ վերոնշյալ հանձնարարությունը չի կատարվել։ Պարզվել է նաև, որ այն անձը (ոչ իր իրավաբանը), որը պետք է զբաղվեր Սարգսյանի քաղաքացիության հարցերով, մահացել էր։ Դրանից հետո Սարգսյանը նամակ է գրել հանգուցյալի որդուն, որը նույն ընկերությունում է աշխատել, բացատրել է իրավիճակը և կրկնել է իր խնդրանքը։
«Փաստն այն է, որ Արմեն Սարգսյանը Սենթ Քիթս և Նևիսի քաղաքացիությունից հրաժարվելու պաշտոնական գործընթացը սկսել է 2018-ի մարտին նախագահ ընտրվելուց ոչ շատ շուտ։
Այս պարագայում Սահմանադրությամբ նա չէր կարող նախագահ ընտրվել։ Նրա ստորագրած բոլոր հրամանագրերը, այդ թվում՝ օրենքները, պաշտոնյաների նշանակումները, ընտրությունները, նույնիսկ վարչապետի նշանակումը հակաօրինական են»,– գրում է Hetq.am–ը։
