Այո, ես իրոք խոսել եմ Եվրոպայի խորհրդի կողմից այս խնդրում միջամտության կարևորության մասին: Առցանց մամուլի ասուլիսի ժամանակ Aravot.am-ի   հարցին այսպես արձագանքելն է Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) նորընտիր նախագահ Թինի Կոքսը:

Aravot.am-ը Թինի Կոքսին հիշեցրեց՝ 2020-ին՝ Թուրքիայի և Ադրբեջանի կողմից ՀՀ-ի և Արցախի դեմ սանձազերծված 44-օրյա պատերազմի օրերին, Թինի Քոքսը ԵԽԽՎ մշտական հանձնաժողովի ընդլայնված հայտարարել էր. «Մենք ականատես եղանք, թե ինչպես սառեցված հակամարտությունը վերածվեց արյունալի պատերազմի: Թեև հակամարտությունն ունի երկար պատմություն, որի համար դեռ կայուն լուծման ճանապարհ չի գտնվել, բայց շեշտեց՝ դա կողմերին իրավունք չի վերապահում միմյանց նկատմամբ բռնություն գործադրել»:

Նա Վեհաժողովին կոչ էր արել հնարավորինս շուտ ուղարկել համազեկուցողներին Բաքու և Երևան, ինչպես նաև առաջարկել նախագահական հանձնաժողով ուղարկել հակամարտության գոտի, ինչպես ԵԽԽՎ-ն դա արեց ՌԴ-ի և Վրաստանի միջև արյունոտ պատերազմից հետո՝ 2008-ին: Հարցին՝ որպես ԵԽԽՎ նախագահ ի՞նչ է պատրաստվում այժմ անել, չի՞ պատրաստվում արդյոք հակամարտության գոտի գործուղել զեկուցողների, քանի որ այնտեղ շատ են հումանիտար խնդիրները, նա պատասխանեց. «Սա պարզ օրինակ է այսպես կոչված սառեցված հակամարտությունների, որոնք կարող են ցանկացած պահի պայթել: Սա Եվրոպայի տարածքում միակ հակամարտությունը չէ: Այդպիսիք շատ են: Հույս ունեմ, որ մոտ ապագայում մենք ի վիճակի կլինենք խոսել Հայաստանի և Ադրբեջանի պատվիրակությունների հետ, որովհետև ի վերջո քաղաքական գործիչները պետք է լուծեն երկու երկրների միջև այս խնդիրները»:

Մեր մյուս հարցին՝ ի՞նչ մեխանիզմներ է գործադրելու, որպեսզի ճնշում գործադրի Ադրբեջանի վրա հայ ռազմագերիներին ազատ արձակելու համար, Թինի Կոքսը պատասխանեց. «Գերիները պետք է ազատ արձակվեն: Արդեն սարսափելի է, որ այդքան մարդիկ իրենց կյանքը կորցրին այս ոչ անհրաժեշտ պատերազմի ընթացքում, արյունալի այս պատերազմի ընթացքում: Արդեն ժամանակն է. պատերազմի ընթացքում գերեվարված բոլորն անձինք պետք է ազատ արձակվեն ու վերադառնան իրենց տները»:

Հայ լրագրողներից հետաքրքրվեցին՝ ինչո՞ւ ԵԽԽՎ-ի ընդունած զեկույցում չկա այն հարցի պատասխանը, թե ով է սկսել պատերազմը, չի՞ կարծում, որ լրացուցիչ զեկույցի կարիք կա, ԵԽԽՎ նորընտիր նախագահը պատասխանեց. «Վեհաժողովի գործառույթն է պատրաստել զեկույցներ, տալ առաջարկություններ: Հույս ունեմ, որ  բոլոր շահառու կողմերը մեր ներկայացրած առաջարկություններին կհետևեն, որպեսզի այս սարսափելի պատերազմի հետևանքները վերացվեն: Եթե կլինեն առաջարկություններ, որ լրացուցիչ զեկույցներ պատրաստվեն, մենք կաշխատենք այդ ուղղությամբ: Մենք ժողովրդավար կառույց ենք, նախագահն ինքնուրույն չի կարող որոշումներ կայացնել»:

Հարցին՝ ի՞նչ ճնշում կարող են գործադրել Ադրբեջանի վրա, որը թույլ չի տալիս մուտք Լեռնային Ղարաբաղ, Թինի Կոքսը պատասխանեց. «Սա լուրջ, մեծ խնդիր է: Մեր կողմից կան առաջարկություններ, ուզում եմ հորդորել, որպեսզի երկու երկրներն ուշադիր հետևեն մեր առաջարկություններին, խորհուրդներին, քանի որ դրանք երկուստեք կարող են օգտակար լինել խնդիրները հաղթահարելու համար»:
