Նիկոլ Փաշինյանը հայտարարեց, որ Հայաստանի խորհրդարանի կողմից 1992 թվականին վավերացված համաձայնագիր կա, որով արձանագրվում է, որ ՀՀ-ն ճանաչում է Ադրբեջանի տարածքային ամբողջականությունը և սահմանների անխախտելիությունը։
Այս թեմայի մասին զրուցել ենք քաղաքագետ Արա Պապյանի հետ։
Հարցին, թե ի՞նչ ի նկատի ունի վարչապետը` քաղաքագետն ասաց․ «Ճիշտն ասած՝ ես չգիտեմ ինքն ինչ նկատի ունի, բայց եթե Հայաստանը Ադրբեջանի տարածքային ամբողջականությունն է ընդունել, ճիշտ է արել, ես էլ եմ ընդունում Ադրբեջանի տարածքային ամբողջականությունը։ Հիմա հարց է առաջանում՝ իսկ ո՞րն է Ադրբեջանի տարածքը, և ո՞րն է սահմանը։ Այո, ես ճանաչում եմ և Թուրքիայի տարածքային ամբողջականությունը, և Ադրբեջանի։ Մենք իրենց տարածքների նկատմամբ որևէ հավակնություն չունենք, մենք խոսում ենք օրինապես Հայաստանի Հանրապետությանը պատկանող տարածքների դեօկուպացիայի մասին։ Թող ինքը հիմա ցույց տա մի փաստաթուղթ, որով երկու կողմերը կնքել, ստորագել ու դելիմիտացիայի և դեմարկացիայի են ենթարկել որևէ սահման։ Եթե Նիկոլ Փաշինյանը հղում է կատարում 1992 կամ 1994 թվականի ինչ-որ որոշման, ապա պետք է հաշվի առնել, որ դրանից առաջ՝ 1991 թվականի հոկտեմբերի 18-ին Ադրբեջանը հրաժարվել է սովետական իրավաքաղաքական ժառանգությունից, սովետական շրջանն անվանել է օկուպացիայի շրջան։ Հետևաբար, մենք չենք կարող ճանաչել մի բան, որից Ադրբեջանն ինքը հրաժարվել է արդեն։ Հետևաբար, եթե մենք անգամ ճանաչում ենք Ադրբեջանի տարածքային ամբողջականությունը, ուրեմն ճանաչում ենք Առաջին հանրապետությունների տարածքային ամբողջականությունը։ Հիմա այստեղ բնակականաբար կա վեճ, մենք ասում ենք՝ մեր սահմանները գնում հասնում են մինչև Գանձակի մոտերը, իրենք ասում են՝ «Երևանը մերն է, Սևանը մերն է»։ Կրկնում եմ բազմիցս իմ արած առաջարկը՝ միջպետական վեճերը լուծվում են միջպետական դատարանում, որը կոչվում է ՄԱԿ-ի միջազգային դատարան։ Կողմերը հնարավորություն ունեն դիմել միջպետական դատարան, ներկայացնել իրենց հիմնավորումներն ու փաստաթղթերը, և թող դատարանն էլ որոշի՝ ում հիմնավորումներն են ավելի օրինական, ավելի հաստատուն։ Դատարանը կորոշի սահմանները, հետևաբար՝ այդ տարածքային ամբողջականությունը ճանաչելու սկզբունքը վերաբերում է սրան։ Մնացածն արդեն կամայական մեկնաբանություններ են Նիկոլ Փաշինյանի և Ալիևի կողմից»։
