Վերջերս  Նիկոլ Փաշինյանը առցանց ասուլիսում կարճ, սակայն մի շարք խնդրահարույց ձևակերպումներով անդրադարձավ Թուրքիայի հետ հարաբերությունների հարցում ՀՀ-ի 30-ամյա դիրքորոշումներին:

Այս թեմայի մասին զրուցել ենք թուրքագետ Ռուբեն Մելքոնյանի հետ։

Հարցին, թե Հայաստանը որևէ դիրքորոշում չի՞ ունեցել որևէ հարցում թուրքագետն ասաց․ « Սա այն դեպքն է, երբ հայտնի խոսքը՝ «սատանան մանրուքների մեջ է», ավելի քան տեղին է, որովհետև ասուլիսի այդ ամբողջ հատվածը լի էր մանիպուլյացիաներով և ակնհայտ փաստերի խեղաթյուրմամբ: Ցավոք սրտի, հասարակությանը ներկայացվեցին այնպիսի թեզեր, որոնք մի կողմից՝ չէին համապատասխանում իրականությանը, մյուս կողմից՝ հասարակության լայն շերտերի համար այդ մանրամասները գուցե հասանելի չլինեն: Առաջինը՝ կապված սահմանների և այլ հողային պահանջների հետ: Այո՛, Հայաստանի Հանրապետությունը երբեք Թուրքիային տարածքային պահանջներ չի ներկայացրել՝ ո՛չ Առաջին, ո՛չ Երկրորդ, ո՛չ Երրորդ նախագահների օրոք, և, այո՛, հայտարարություններ, տարբեր հարցազրույցներ նաև թուրք լրագրողներին են տվել, ասել են, որ ՀՀ որևէ պաշտոնյա Թուրքիայից հողային պահանջ չունի: Բայց դա չի նշանակում, որ Հայաստանը գնում է Թուրքիայի այն հայտնի նախապայմանին և ճանաչում է Կարսի պայմանագիրը: Այստեղ մանրուքն ու մանրամասնը հետևյալն է՝ Հայաստանը Թուրքիայից հողային պահանջներ չունի, բայց Հայաստանը պաշտոնապես Կարսի պայմանագիրը՝ 1921թ., չի ճանաչել՝ այն համարելով անօրինական: Ինչո՞ւ, որովհետև Կարսի պայմանագիրը, որով գծվել են մեր սահմանները, լեգիտիմության պակաս ունի, քանի որ ստորագրող կողմերը՝ բոլշևիկյան Ռուսաստանն ու քեմալական Թուրքիան, միջազգայնորեն ճանաչված պետություններ չեն եղել, այսինքն ստորագրող կողմերը լեգիտիմության խնդիր են ունեցել՝ առաջին:

Երկրորդ՝ այդ պայմանագրով լիովին անհիմն որոշ տարածքներ ՀՀ-ից, այդ թվում՝ Անի քաղաքը, Սուրմալուն և այլն, հանձնվել են Թուրքիային: Անգամ Սովետական Հայաստանի ղեկավարները, մասնավորապես՝ Ալեքսանդր Մյասնիկյանը, պայքարել են դրա դեմ, ըստ էության, չընդունելով այդ պայմանագիրը: Եվ ձևակերպումը հետևյալն է՝ Հայաստանը Թուրքիայի տարածքային ամբողջականությունը ճանաչում է, Թուրքիայից այս պահին հողային պահանջներ չունի, բայց Կարսի պայմանագիրը չի համարում լեգիտիմ և Կարսի պայմանագիրը չի ճանաչում: Նույնիսկ մենք ձևակերպում ունենք՝ բանակցություններից մեկի ժամանակ է եղել հայ-թուրքական, Թուրքիայի օրինական սահմանները ճանաչում ենք, կասկածի տակ դնելով, որ օրինակ՝ Սուրմալուն օրինական առումով Թուրքիային պատկանել չէր կարող: Այսինքն՝ Փաշինյանը մանիպուլյացնում է, խառնելով երկու տարբեր բաներ: Թուրքիայի նախապայմանը Կարսի պայմանագիրը ճանաչելն է, կոնկրետ տերմինով, այլ ոչ թե Թուրքիայի տարածքային ամբողջականության ճանաչումը»:
