Սիրելի՛ հայրենակիցներ,
 
Հարգարժա՛ն զինվորներ, ենթասպաներ, սպաներ և գեներալներ,
Մեր բանակը մեր անկախության և բոլորիս անվտանգութան, ամուր պետականության գլխավոր երաշխիքերից է, յուրաքանչյուրիս հպարտությունը:
 
Իսկ բանակի ամրության գլխավոր երաշխիքներից է Զինված ուժերում մարդու պաշտպանված իրավունքները:
 
Բանակում պետք է լինի ամուր կարգապահություն, որ հիմնված է իրավունքի գերակայության վրա:
Մեր զինուժը պետք է լինի ժողովրդավարական այնպիսի վերահսկողության ներքո, որտեղ այս երկու բաղադրիչներն իրար լրացնում են:
 
Պետք է մշտապես բարձր պահել հասարակությունում սպայի և զինվորական ծառայության նկատմամբ պատիվն ու հարգանքը, այնպես անել, որ բարձր լինի բանակում բարոյահոգեբանական մթնոլորտը:
 
Անհրաժեշտ է զարգացնել կանանց ներգրավվածությունը Զինված ուժերում` նրանց պաշտպանված իրավունքներով:
 
Պետք է հատուկ ուշադրության ներքո լինեն զինծառայողների ընտանիքները: Անհրաժեշտ է պաշտպանված պահել հաշմանդամություն ստացած, ինչպես նաև կենսաթոշակի անցած զինծառայողների իրավունքները. չպետք է թույլ տալ նրանց որևէ տեսակի մեկուսացում:
 
Պետք է ամեն գնով վերադարձնենք միջազգային բոլոր կանոնների բացահայտ խախտմամբ գերության մեջ պահվող մեր զինծառայողներին, նրանց վերինտեգրենք մեր հասարակություն ու այնպես անենք, որ նման որևէ դեպք տեղի չունենա հետագայում:
 
Մարդու իրավունքների պաշտպանի աշխատակազմում գործում է Զինծառայողների և նրանց ընտանիքների անդամների իրավունքների պաշտպանության մասնագիտացված բաժին, որն իրականացնում է անընդհատ այցեր, բողոքների քննություն, ինչպես նաև օրենսդրության կատարեագործմանն ու իրենց իրավունքների վերաբերյալ զինծառայողների իրազեկման բարձրացման աշխատանքներ։
 
Պաշտպանության նախարարության հետ մեր ամենօրյա համագործակցության նպատակն է համատեղ ջանքերով հասնել բանակում իրավունքի գերակայության ամրապնդմանը և զինծառայողների իրավունքների երաշխավորված պաշտպանությանը։
 
Եվս մեկ անգամ շնորհավորում եմ այս նվիրական տոնի` Հայոց բանակի կազմավորման 30-րդ տարեդարձի կապակցությամբ։
 
Անձամբ իմ և Հայաստանի մարդու իրավունքների պաշտպանի աշխատակազմի ոզջ անձնակազմի անունից գլուխ եմ խոնարհում մեզ ու մեր Հայրենիքը պաշտպանելիս հերոսաբար ընկած մեր բոլոր հայրենակիցների հիշատակի, նրանց հերոս ընտանիքների առաջ:
 
Բարի ծառայություն ու նորանոր ձեռքբերումներ՝ հանուն մեր հզոր Հայաստանի:
