ԱՄՆ-ն գրավոր պատասխանեց Ռուսաստանի Դաշնության անվտանգության պահանջներին՝ նշելով, որ ոչ մի զիջման պատրաստ չէ։

Այս թեմայով զրուցել ենք քաղաքագետ Արեգ Քոչինյանի հետ։

Հարցին, թե ի՞նչ հնարավոր զարգացումներ կարելի է սպասել Ուկրաինայում` քաղաքագետն ասաց․ « Ուկրաինայում իրավիճակը պայթյունավտանգ է, արագ տեմպերով մոտենում ենք հետդարձի բացակայության կետին։ Լարումը, ըստ էության, ուղղակի աննախադեպ է, այսպիսի լարված մթնոլորտ սառը պատերազմի ավարտից հետո երբևիցե չի եղել, անգամ Վրաստանի պատերազմի օրերին այսպիսի լարված մթնոլորտ չկար։ Տեսնում ենք, որ ՆԱՏՕ-ի անդամ երկրներն ուղղակի տոննաներով զենք-զինամթերք են ուղարկում Ուկրաինային, Ռուսաստանը դիվիզիաների մակարդակի զորակազմ է կենտրոնացնում Ուկրաինայի սահմաններին։ Նմանօրինակ լարված իրավիճակում կա սպառնալիք, որ այդ իրավիճակը կարող է վերահսկողությունից դուրս գալ կողմերի ցանկությունից անկախ, այսինքն՝ գործողությունների գնալու քաղաքական որոշում չլինի, բայց շփման գծում իրավիճակը կարող է վերահսկողությունից դուրս գալ, ինչը հղի է աղետալի հետևանքներով։ Չեմ կարծում, որ Ռուսաստանն ու ԱՄՆ-ն իրապես մտադիր են ու ցանկություն ունեն գնալ պատերազմի, բայց տեղում կան ուժեր, որոնք նման ցանկություն ունեն։ Խոսքը արևելաեվրոպական երկրների, մերձբալթյան երկրների, Միացյա Թագավորության, Ուկրաինայում որոշ ուժերի մասին է, որոնք կփորձեն շիկացնել իրավիճակն ու տանել ռազմական բախման»։

Հարցին, թե որքանո՞վ է ռազմական բախումը հնարավոր` քաղաքագետն ասաց․ «Ռազմական բախման երեք սցենար կարող է լինել․ լարումը հետզհետե կնվազի, և Ռուսաստանը կզիջի, որովհետև փաստացի ԱՄՆ-ն գրավոր պատասխանեց՝ նշելով, որ իրենք որևէ զիջման պատրաստ չեն։ Երկրորդ տարբերակը՝ կլինեն ինչ-որ լոկալ կոնֆլիկտային օջախներ, այսինքն՝ ինչ-որ հրթիռային հարվածներ, ավիահարվածներ, հատուկ ստորաբաժանումների գործողություններ։ Երրորդը լայնածավալ ռազմական գործողություններն են։ Այս վերջին երկու տարբերակը չեն բխում առաջին հերթին մեր շահերից»։
