Արևմուտք-Ռուսաստանի Դաշնություն լարվածությունը՝ ի դեմս Ուկրաինայի, շարունակվում է։

Այս թեմայի մասին զրուցել ենք քաղաքագետ Սուրեն Սուրենյանցի հետ։

Հարցին, թե դեպքերի ի՞նչ զարգացում է սպասվում` քաղաքագետն ասաց․ «Կարծում եմ՝ ճգնաժամի հանգուցալուծման համար դիվանագիտական ռեսուրսներն առայժմ սպառված չեն, չնայած պատային իրավիճակ է ստեղծվել, որովհետև Ռուսաստանը կանխատեսելիորեն չստացավ այն, ինչ ակնկալում էր։ Մյուս կողմից՝ հիմնական խաղացողների՝ ԱՄՆ-ի և ՌԴ-ի համար ակնհայտ է, որ էսկալացիայի խորացումը բերելու է անկանխատեսելի հետևանքների, ու երկու կողմերն էլ դեռ բաց են թողել բանակցությունների դուռը, որովհետև ռուսները խոսում են նոր գրավոր արձագանքի մասին, ԱՄՆ-ն սպասում է, որ Բլինքեն-Լավրով նոր հանդիպում պետք է տեղի ունենա, այնուամենայնիվ, խնդրի լուծման դիվանագիտական ռեսուրսներ դեռևս կան։ Կարծում եմ՝ նոր աշխարհակարգի ձևավորման գործընթաց է ընթանում ու անկախ կոշտ հռետորաբանությունից, հակամարտության գլոբալ կողմերը, այնուամենայնիվ, կարող են ինչ-որ փոխզիջումային լուծումների գալ, որովհետև երկար ընդմիջումից հետո «Նորմանդական քառյակն» էլ կարողացավ հանդիպել: Խոսքս Գերմանիայի, Ֆրանսիայի, Ռուսաստանի և Ուկրաինայի քաղաքական խորհրդականների մասին է ու շատ փոքր, բայց որոշակի առաջընթաց այդ հանդիպումներում արձանագրվեց։ Ստեղծված իրավիճակում Ռուսաստանը երկու ճանապարհ ունի՝ կա՛մ գնալ էսկալացիայի, որը կարող է անկանխատեսելի հետևանքներ ունենալ, կա՛մ փորձել Արևմուտքի հետ փոքր խնդիրների շուրջ համաձայնությունների գալ, նույն է, թե փորձել ֆիքսել այն հարցերը, որտեղ կան համագործակցության կամ կոնսենսուսի գալու հնարավորություններ»։

Հարցին, թե արդյո՞ք Ռուսաստանը, այնուամենայնիվ, գնալու է զիջումների Սուրեն Սուրենյանցն ասաց․ «Զիջումների բոլորն են գնալու, որովհետև, եթե կոմպրոմիսներ ձևավորվում են ՝ փոխզիջումներն անխուսափելի են։ Օրինակ՝ ՆԱՏՕ-ի երկրները, ԱՄՆ-ն, չնայած, գրավոր որևէ հավաստիացում չեն տալու Ռուսաստանին, այն մասին, որ ՆԱՏՕ-ն չի ընդլայնվելու, այնուամենայնիվ, նկատելի է նաև, որ դիվանագիտական շփումների ժամանակ ընդունում են, որ այսօր Վրաստանի, Ուկրաինայի՝ ՆԱՏՕ-ին անդամակցելու հարց չկա։ Սա ակնհայտորեն փոխզիջում է Արևմուտքի կողմից, նաև Արևմուտքը համաձայն է, որ սպառազինության նկատմամբ փոխադարձ վերահսկողություն լինի, ինչը կնպաստի Արևելյան Եվրոպայում կայունության հաստատմանը։ Բնականաբար, ակնկալվում է, որ Ռուսաստանն էլ կանի ողջամիտ փոխզիջումներ, օրինակ՝ կհրաժարվի Ուկրաինայում իշխանություն փոխելու մտադրությունից կամ ներխուժման պլաններից։ Բնականաբար, երկու կողմն էլ կարող են գնալ ռացիոնալ փոխզիջումների, հիմա այնպիսի իրավիճակ է, որ միաբևեռ աշխարհ գոյություն չունի, կողմերը ստիպված են լինելու ինչ-որ համաձայնությունների գալ, եթե շահագրգռված են գլոբալ անվտանգության ու կայունության հարցերով»։
