Արցախի խորհրդարանը շրջանառության մեջ է դրել ադրբեջանական օկուպացիայի մասին նախագիծ։ Դրա հիմնական բովանդակությունն այն է, որ Արցախի բռնազավթված տարածքներում արտասահմանյան ընկերությունները կարող են գործունեություն ծավալել միայն Արցախի կառավարության թույլտվությամբ։

Այս թեմայի մասին զրուցել ենք իրավապաշտպան Լարիսա Ալավերդյանի հետ։

Հարցին, թե ի՞նչ մեխանիզմներ կան սա կյանքի կոչելու համար` իրավապաշտպանն ասաց․ «Առաջինը, այս օրենքի նախագծի անհրաժեշտությունը վաղուց կար։ Եվ ես ողջունում եմ, որ վերջապես այս օրինագիծը մտնում է Արցախի Հանրապետության Ազգային ժողովի օրակարգ։ Երկրորդը, սա շատ անհրաժեշտ, բայց ոչ բավարար քայլ է, որ իրապես իրականացվի այն, ինչ ամրագրված է այդ նախագծով։ Այս օրենքը կյանքի կոչելու համար անհրաժեշտ են, թե Արցախի Հանրապետության, թե Հայաստանի Հանրապետության գործնական քայլերը, իրավակիրառ դաշտը։ Եվ այս առումով, թե ինչպես կարձագանքեն այս օրենքին հասցեատերերը՝ ես նկատի ունեմ այլ պետությունները, դա կարելի է կռահել։ Իհարկե, Թուրքիայի համար դա որևէ նշանակություն չի ունենալու։ Եվ այստեղ է, որ պահանջված է թե Արցախի, թե ՀՀ ակտիվությունը։ Մնացած երկրների դեպքում, ես կարծում եմ, այս օրենքը կուղարկվի համապատասխան երկրներ, նկատի ունեմ այն պետությունները, ովքեր արդեն իսկ նախաձեռնել են ինչ-ինչ ծրագրերի իրականացում։ Եվ ես էլի համոզված եմ, որ սա վերին աստիճանի անհրաժեշտ, բայց ոչ բավարար քայլ է»։
