Ազգային ժողովի «Պատիվ ունեմ» խմբակցության պատգամավոր Թագուհի Թովմասյանը ներկայացրել է ահազանգ, որի համաձայն, Կապանի զորամասերից մեկում հրամանատարական կազմը նսեմացրել և բռնության է ենթարկել նորակոչիկին՝ ստիպելով մաքրել սանհանգույցը, ինչի հետևանքով նորակոչիկը փախուստի է դիմել:

Այս թեմայի մասին զրուցել ենք իրավապաշտպան Ժաննա Ալեքսանյանի հետ։
Հարցին, թե արդյո՞ք դեպքի մասին այլ մանրամասներ կան և առհասարակ նման դեպքերն ինչպե՞ս եք գնահատում` իրավապաշտպանն ասաց. «Մանրամասների չեմ տիրապետում, տեղյակ եմ այն չափով, որ չափ մամուլում է գրված: Ընդհանուր առմամբ, պետք է ասեմ, որ նախկին բարքերը բանակում շարունակվում են՝ մթնոլորտը, կարգապահությունը զորամասերում, որ պատերազմից հետո պետք է կարգավորվեր, չենք տեսնում: Հրամանատարների կողմից զինվորների նսեմացման երևույթները հաճախադեպ երևույթներ են, ու քանի որ հրամանատարներն անպատժելի են, նույն կերպ էլ շարունակում են: Եզդիների նկատմամբ նման վերաբերմունքն առաջին դեպքը չէ, մենք զբաղվում էինք Յուրիկ Բրոյանի դեպքով, որին ևս այս նույն ձևով նսեմացրել ու ստորացրել էին, բռնությունների էին ենթարկել, եթե չեմ սխալվում՝ նա մեկ օրվա զորակոչված էր:
Այսպիսի դեպքերից հետո տվյալ զինվորն ինչպե՞ս պետք է վերաբերվի բանակին, այդ հրամանատարական կազմին: Պաշտպանության նախարարը պարտավոր է վերջապես հայտարարել, որ ինքն իրոք պաշտպանության նախարար է և իր խոսքն ասել, հանրությունը պետք է լսի՝ ի՞նչ է մտածում պաշտպանության նախարարը»։
Հարցին, թե ինչո՞ւ այդ խնդիրները տարիներով չեն լուծվում և հրամանատարական կազմն ինչո՞ւ է անպատիժ մնում` իրավապաշտպանն ասաց. «Քանի որ իրենց համարում են անպատժելի, նույն տրամաբանությամբ էլ առաջնորդվել են պատերազմի ժամանակ, երբ լքում էին զինվորներին: Վարչապետը, որ խոսում է բանակի բարեփոխման մասին, դրա մասին ոչ մի նշույլ չկա, ոչ մի խոսք կամ կոչ չի հնչում: Խաղաղ պայմաններում զոհվածների թիվը տեսանք. 2020 թվականին՝ 100 զինծառայող, 2021-ին՝ 76, սրանք սարսափելի թվեր են: Պատերազմում այդքան զինվոր կորցնելուց հետո էլ շարունակում ենք խաղաղ պայմաններում զինվոր կորցնել, նրանց նսեմացնել: Թող պաշտպանության նախարարը բացատրություն տա, թե ինչո՞ւ են զինվորներին նսեմացնում, ու ո՞վ է պատժվելու, դա իր գործառույթն է, թող հանրությանը բացատրություն տա՝ ո՞ր իրավունքով են զինվորին նսեմացնում, ինչո՞ւ կարգապահություն չկա զորամասերում, ինչո՞ւ է պահպանվում կրիմինալ մթնոլորտն այնտեղ»։
