Թուրքիայի ԱԳ նախարար Մեւլյութ Չավուշօղլուն օրեր առաջ հայտարարել էր, որ Հայաստանի ԱԳ նախարար Արարատ Միրզոյանը եւ Երեւանի հատուկ բանագնաց Ռուբեն Ռուբինյանը մասնակցելու են Անթալիայի այս տարվա դիվանագիտական ֆորումին՝ մարտի 11-14-ին։ Նախքան այդ ֆորումը Վիեննայում փետրվարի 24-ին տեղի է ունենալու Երեւանի եւ Անկարայի հատուկ բանագնացների երկրորդ հանդիպումը։ Այսինքն, հայկական կողմն այդ ֆորումին մասնակցելու է «с корабля на бал» ռեժիմով։ Ի՞նչ է այն իրենից ներկայացնում։

Ըստ պաշտոնական տեղեկատվության, Անթալիայի դիվանագիտական ֆորումը մասնագետների համաժողով է, որոնք զբաղվում են դիվանագիտությամբ, մասնակցում են քաղաքական լիդերներ, դիվանագետներ, հասարակական գործիչներ, գիտնականներ։ Այն մի հարթակ է, որտեղ ինչպես ռեգիոնալ, այնպես էլ գլոբալ սուբյեկտները՝ լինեն դիվանագիտության ոլորտից, քաղաքականության կամ բիզնեսի, գաղափարներ են փոխանակում, միջազգային խնդիրների լուծումներ առաջարկում։ 
Սակայն իրականում սա մի հարթակ է, որը Թուրքիայի իշխանությունների համար գործիք է՝ դիվանագիտության ոլորտում ինչ-ինչ բաների հասնելու համար։

Այսինքն, սա թուրքական արտաքին քաղաքական գործիքակազմի մասերից է, եւ պատահական չէ, որ անցյալ տարի այս ֆորումի անդրանիկ հավաքի մասնակիցների մեծ մասը եղել են Էրդողանի երազանքների «թյուրքական աշխարհի» ներկայացուցիչները, որոնք միավորված են «Թյուրքալեզու պետությունների կազմակերպության» մեջ, կառույց, որը դարձյալ Էրդողանի մտքի թռիչքի արդյունքն է եւ արտաքին քաղաքականության ոլորտում նրա ազդեցության գործիքներից մեկը։ Սա նաեւ հարթակ է, որտեղ մեկտեղվում են թուրքական շահերին ծառայող լոբբիստական կառույցներն ու սպասարկուները, անկախ նրանից, թե որ երկրից են։ Օրինակ, անցյալ տարի ֆորումին մասնակցել է քաջ հայտնի Մեթյու Բրայզան, ով հատկապես աչքի է ընկնում ղարաբաղյան հարցի հետ կապված ադրբեջանամետ կեցվածքով եւ ով 44-օրյա պատերազմի ընթացքում եւ հետո զբաղված էր Թուրքիայի շահերի պաշտպանությամբ։ Օրինակ, Ռուսաստանն անցյալ տարի այս ֆորումի անդրանիկ համաժողովին չի մասնակցի, եւ դժվար է ասել՝ այս տարի կմասնակցի՞, թե՞ ոչ։

Սակայն դրա փոխարեն ե՛ւ անցյալ տարի, ե՛ւ այս տարի ֆորումին կմասնակցի Կիպրոսի թուրքական հատվածի վարչակազմը, եւ հիմա եթե Հայաստանի ներկայացուցիչները մասնակցեն, ապա առնվազն պաշտոնական Կիպրոսին տարակուսելու առիթ կտանք, քանի որ մասնակցելով՝ ինչ-որ առումով լեգիտիմացնում ենք Կիպրոսի թուրքական հատվածի գոյությունը։ Ի դեպ, «3+3» ֆորմատին Վրաստանը չմասնակցեց ոչ միայն այն պատճառով, որ չի մասնակցելու մի ֆորմատի, որտեղ կա Ռուսաստանը, այլ նաեւ այն, որ հանկարծ իր մասնակցությամբ ակամայից չլեգիտիմացնի Հարավային Օսիայի եւ Աբխազիայի «օկուպացիան»։ Կիպրոսը Հայաստանին բարեկամ երկիր է, ու այնքան էլ խելամիտ չէ բարեկամ երկրի վստահությունը սասանելը՝ հանուն Էրդողանի «սուլթանական կայֆերը» բավարարելու։
