«Բազմիցս հայտարարել ենք, որ մենք շահագրգռված ենք սահմանազատման գործընթացով։ Եթե կհիշեք, Հայաստանի վարչապետը, Ռուսաստանի և Ադրբեջանի նախագահները Սոչիում պայմանավորվել են, որ կողմերը քայլեր կձեռնարկեն տարածաշրջանում անվտանգության և կայունության ուղղությամբ։ Եթե բառացի թարգմանեմ՝ գործը կտանեն ու կհասցնեն սահմանազատման հանձնաժողովի ստեղծմանը։ Մենք 100 տոկոսով հավատարիմ ենք այս սկզբունքին, այժմ ռուսական և ադրբեջանական կողմի հետ քննարկում ենք անվտանգության այն միջոցները, որոնք սահմանին անվտանգության ու կայունության մեխանիզմներ կստեղծեն։ Արդեն ասել եմ, որ տարբեր առաջարկներ ենք ներկայացրել, սա սովորական բանակցային գործընթաց է, կոնկրետ այդ առաջարկների վերաբերյալ հնչել է բացասական արձագանք, բայց կրկնում եմ՝ սա շարունակական գործընթաց է։ Եղել են նաև առաջարկներ, որոնք մեզ համար են մերժելի եղել»,- ասել էր Արարատ Միրզոյանը։

Ադրբեջանագետն անդրադառնալով այս հայտարարություններին, նկատեց՝ դատելով Հայաստանի, մասնավորապես՝ Նիկոլ Փաշինյանի կողմից հնչող վերջին հայտարարություններից, թե բավականին մոտ են կոմունիկացիաների ապաշրջափակմանը, տպավորություն է, որ Հայաստանում գործում է երկու իշխանություն, մեկը՝ Նիկոլ Փաշինյանի իշխանությունը, մյուսը՝ կառավարությունը, որը կազմվել է Նիկոլ Փաշինյանի կողմից։

«Այստեղ երկուսը՝ Նիկոլ Փաշինյանը և կառավարությունը, իրականացնում են չփոխկապակցված աշխատանք։ Սպասելի էր, որ Ադրբեջանը մերժելու է Հայաստանի կողմից փոխանցված առաջարկները՝ հաշվի առնելով Բաքվի կողմից հնչեցրած հռետորաբանությունը և ագրեսիվ քաղաքականությունը, պահանջատիրությունը Հայաստանի նկատմամբ։ Բաքուն այդ առաջարկները չէր ընդունի՝ նաև հաշվի առնելով նրա բարելավված դիրքերը թե՛ մեր սահմանին, թե՛ բանակցային ձևաչափում։ Հետևաբար՝ Հայաստանի այսօրվա պարտված իշխանությունը չի գիտակցում, որ ստեղծված իրավիճակն իր իշխանության լինելու հետևանքն է և այն, որ Հայաստանը չի կարողանում վերականգնել իր տարածքային ամբողջականությունը, չի կարողանում Արցախի հարցում որևէ դիրքորոշում հայտնել։ Այս համատեքստում՝ Ադրբեջանի որդեգրած քաղաքականությունը շարունակվելու է, և Բաքուն գարնանը սահմանին կանցնի կոշտ միջոցների, երբ դիրքերում ձյունը կհալվի և նրանց գործելու լայն հնարավորություն կտա։ Բաքուն կփորձի ՀՀ իշխանություններին (որոնք ապրում են սեփական վախի մթնոլորտում) թելադրել սեփական օրակարգը»։
