Կառավարությունը պետք է հրապարակային բացատրություն տա, թե ինչ է նշանակում «զորքերի հայելային հետքաշում»․ ՄԻՊ
BLOGՀՀ ՄԻՊ Արման Թաթոյանը Ֆեյսբուքի իր էջում գրել է.
«Կառավարությունը պետք է հրապարակային բացատրություն տա, թե ինչ է նշանակում «զորքերի հայելային հետքաշում» և ինչպես է դա երաշխավորելու ՀՀ բնակչության անվտանգությունն ու իրավունքները:
Կառավարությունը չի կարող «գաղտնիության» կամ «կոնֆիդենցիալ» լինելու քողի ներքո խուսափել մանրամասների հրապարակումից, քանի որ այս հարցն ուղիղ կապված է մեր երկրի ողջ բնակչության [առաջնահերթ սահմանային բնակիչների] անվտանգության ու արժանապատվության, կյանքի ու մյուս կենսական իրավունքների հետ:
Այս պահին ամբողջությամբ անորոշ է, թե Կառավարությունը, այսպես կոչված, «զորքերի հայելային հետքաշման» դեպքում ինչպես է դա երաշխավորելու. հատկապես, որ սահմանային հարցերը Կառավարությունը շարունակում է առաջ տանել քաղաքական ու ռազմական տեսանկյուններից` առանց մարդու իրավունքների հիմքի:
Էլ չհաշված, որ տարբեր բարձրաստիճան պաշտոնյաներ իրենց հայտարարություններով վնասներ են հասցրել հատկապես սահմանային բնակիչների անվտանգությանն ու իրավունքներին` առնվազն իրենց նկատմամբ քաղաքական դժգոհություն չառաջացնելու կամ դա մեղմելու համար:
Այսօր ՀՀ Զինված ուժերը, Սահմանապահ ու այլ ծառայողներն անմիջականորեն իրականացնում են այդ առաքելությունը:
Ադրբեջանական իշխանությունները որևէ անգամ չեն նվազեցրել ատելության ու թշնամանքի քաղաքականությունը պետական մակարդակով [էթնիկ ու կրոնական հիմքերով]:
Շարունակվում են իրական սպառնալիքները մեր երկրի, ողջ բնակչության անվտանգությանը, ադրբեջանական հանցավոր արարքները մեր ժողովրդի նկատմամբ անընդհատ են՝ գողություններ, սոցիալական խնդիրներ, զինծառայողների ու քաղաքացիական անձանց սպանության դեպքեր և այլն:
Նշվածից բացի, ուսումնասիրությունները վկայում են, որ Կառավարության այդ գաղափարն անորոշություն է առաջացրել մարդկանց մոտ:
Ուստի, հենց պետության շահերից է բխում այդ հրապարակումը՝ Կառավարության հայտարարություններով անորոշություն թույլ չտալու և կեղծ կամ անհայտ ծագման աղբյուրներից տեղեկություններիի տարածումը կանխելու համար:
Հարցազրույցում ՀՀ մարդու իրավունքների պաշտպանը խոսել է նաև մարդու իրավունքների այլ հարցերում խնդիրների մասին. օրինակ կան օրենքներ, որոնք ընդունվում են սահմանված ընթացակարգերի խախտումներով, անորոշ ձևակերպումներով հետագայում պրակտիկայում խնդիրներ առաջացնելով մարդկանց համար»:
