 Երեկ խորհրդարանական մեծամասնության նախաձեռնությամբ ստեղծվել է 44-օրյա պատերազմի հանգամանքներն ուսումնասիրող քննիչ հանձնաժողով: Այսօր էլ «Պատիվ ունեմ» և «Հայաստան» խմբակցությունները հայտարարեցին, որ բոյկոտում են այդ հանձնաժողովի աշխատանքները:
 
Այս թեմայի մասին զրուցել ենք փաստաբան Նորյար Նորիկյանի հետ։
 
Հարցին, թե ինչ կարծիք ունի այս մասին փաստաբանն ասաց․ «Երբ հարցը վերաբերում է իրենց պատգամավորական աթոռներին, որոշ անձանց՝ այս կամ այն պաշտոնում ընտրվելուն, աշխատավարձ ստանալուն, ԱԺ օրենսդիր գործունեությանը մասնակցելուն, կառավարության հետ հարցուպատասխանին մասնակցելուն՝ իրենք կան: Իսկ երբ խնդիրը վերաբերում է ռազմավարական բնույթի հարցերի լուծմանը, ներքին ու արտաքին մարտահրավերների չեզոքացմանը, Հայաստանի աշխարհաքաղաքական զարգացումների վերաբերյալ որևէ դիրքորոշման ներկայացմանը, այդ ընդդիմություն կոչվածը չկա, խուսափում է և, ըստ էության, թռած է պատասխանատվությունից: Այս հանձնաժողովի շրջանակներում, եթե բան ունեն ասելու այն մասին, թե ինչ է տեղի ունեցել Արցախյան աղետալի պատերազմի ընթացքում, թող ներկայացնեն փաստերը, ցույց տան մարդկանց, ճշմարտությունը բացահայտեն, հավաքեն հավելյալ նյութեր, հիմնավորեն ու ներկայացնեն էն, ինչ երկու տարի շարունակ խոսում են: Ես կարծում եմ՝ քննիչ հանձնաժողովի գործունեությունը պետք է միտված լինի բացառապես պատերազմի բռնկման պատճառների վերհանմանը: Որևէ իշխանություն կամ որևէ քննիչ հանձնաժողով մեղավոր նշանակելու սահմանադրական լիազորություն չունի: Քննիչ հանձնաժողովը ընդամենը ուսումնասիրելու է կատարվածի հանգամանքները, իսկ Հայաստանում մեղավոր նշանակվում են միայն դատարանի կողմից»։
 
Անդրադառնալով այն դիտարկմանը, որ ընդդիմությունն ասում է, որ «հանձնաժողովը լծված է լինելու իշխանության անմեղության բեմադրմանը…»` փաստաբանն ասաց․ « Այս ընդդիմությունը և գործող իշխանությունը պատասխանատու են Հայաստանի 30 տարվա կառավարման համար, թող չփորձեն խուսափել այսօրվա Հայաստանի ողբերգական իրավիճակի համար պատասխանատվությունից: Մեզ նման մարդիկ, ուժերը կարող են խոսել և ներկայացնել անաչառ արբիտրի գործառույթ և թե՛ գործող, թե՛ նախկին իշխանություններից հաշիվ պահանջել՝ ի՞նչ գործողությունների հետևանքով մենք կանգնեցինք այսօրվա ողբերգական իրավիճակի առաջ: Այո՛, մենք սովոր ենք տեսնել՝ ինչպես են գործողները նախկիններին մեղադրում, նախկիններն էլ՝ գործողներին: Այս օրակարգով մենք որևէ հանգրվանի չենք հասնելու: Այդ կողմերի գզվռտոցից տուժում է Հայաստանի Հանրապետությունը: Եթե այդ հանձնաժողովում գործողները պետք է նախկիններին անվանեն թալանչիներ, նախկինները գործողներին՝ կապիտուլյանտներ, մենք ոչ մի բանի չենք հասնի: Այդ մենք պետք է երկու կողմերից էլ հաշիվ պահանջենք՝ այդ ի՞նչ գործունեություն իրականացրիք, որի հետևանքով այսօրվա ողբերգական իրավիճակն է ստեղծվել»:
