2021 թվականին հայկական անձնագրերով ուղևորահոսքը բացասական է եղել 73 հազարով

2021 թվականի արտագաղթի վիճակագրությունն է հրապարակվել։ Տարբեր մեկնաբանություններ կան, ընդհուպ, որ 2021-ին Հայաստանից անվերադարձ մեկնել է 73 հազար քաղաքացի։
Այս թեմայի մասին զրուցել ենք ժողովրդագրագետ Արտակ Մարկոսյանի հետ։
Անդրադառնալով վիճակագրությանը` ժողովրդագրագետն ասաց. « 2021 թվականին Հայաստանի Հանրապետության միգրացիոն սալդոն բացասական է եղել 4200 մարդով, այլ ոչ թե 43 874-ով, որը ցույց է տալիս տարվա կտրվածքով Հայաստան ժամանած և մեկնած ուղևորահոսքի տարբերությունը, որը չի կարող հանդիսանալ որպես միգրացիոն մնացորդ։ Պետք է հասկանալ, թե որ թիվն ինչ է նշանակում։ Այդ 4200-ը միգրացիոն սալդոն է, իսկ միգրացիոն սալդոն այն է, որ Վիճակագրական կոմիտեն հաշվարկում է, թե գրանցումից քանի հոգի է դուրս եկել, քանի հոգի է գրանցվել, դրանց տարբերությունն է։ Անցկացվում է տնային տնտեսությունների հատուկ հետազոտություն, դրա հիման վրա որոշվում է՝ մենք ունեցել ենք բնակչության ներհոսք, թե՞ արտահոսք։ 2020 թվականին առաջին անգամ միգրացիոն սալդոն Հայաստանում դրական էր եղել 3400-ով։ Բայց, բնականաբար, հասկանալի էր դրա պատճառը՝ կովիդով պայմանավորված՝ ճանապարհները պարզապես փակ էին։ Մեր տասնյակ հազարավոր հայրենակիցներ ստիպված էին ՌԴ-ից վերադառնալ Հայաստան։ Նրանք ՌԴ-ում երկարաժամկետ միգրանտ էին համարվում, բայց այնտեղ սահմանափակումներով պայմանավորված՝ բավական դժվար վիճակում էին հայտնվել և ստիպված էին վերադառնալ։ Եվ 2020 թվականի ապրիլ-մայիս ամիսներին մենք բավական մեծ ներհոսք էինք ունեցել։ Կոնկրետ հայկական անձնագրերով ներհոսքը 42 հազար էր կազմել, այսինքն՝ այդքանով դրական էր եղել: Եվ հայկական անձնագրերով ներհոսքն ավելի մեծ էր, քան ընդհանուր ուղևորահոսքը։ Դա նշանակում է, որ մեր հայրենակիցներն էին հիմնականում վերադարձել։ 2021 թվականին, այո, հայկական անձնագրերով ուղևորահոսքը բացասական է եղել 73 հազարով։ Ընդհանուր ուղևորահոսքը 43 874-ով է բացասական եղել։ Սա նշանակում է, որ հենց բացվեցին ճանապարհները, մեր այն հայրենակիցները, ովքեր վերադարձել էին 2020 թվականին, նրանք կրկին մեկնել են աշխատելու, իրենց բիզնեսը վարելու։ Այսինքն՝ կա առանձին վիճակագրություն ՀՀ անձնագրերով սահմանահատումների մասին, հիմա ՀՀ անձնագրերով մեկնման թիվը մեծ է եղել, քանի որ, կրկնում եմ, մարդիկ մեկնել են արտագնա աշխատանքի։
Ընդ որում, այդ 73 հազարի թվում կարող են լինել մարդիկ, ովքեր մի քանի անգամ գնում-գալիս են, այսինքն՝ դա միանշանակ թիվ չէ, դա անընդհատ փոփոխվող թիվ է։ Տարին փակվում է դեկտեմբերի 31-ին, բայց կարող է հունվարի 1-ին այդ 73 հազարը, օրինակ, դառնա 50 հազար։ Մարդիկ կան՝ վերադառնում են հենց հունվարին, որովհետև ավիատոմսերն ավելի էժան են լինում»։
