ԵԱՀԿ Մինսկի խումբը մնում է Լեռնային Ղարաբաղի հակամարտության կարգավորման միակ միջազգայնորեն ճանաչված ձևաչափը

Արցախի Հանրապետության խորհրդարանը կոչ է անում Մինսկի խմբի համանախագահներին անհապաղ քայլեր ձեռնարկել ԵԱՀԿ-ից ստացած մանդատին համապատասխան ղարաբաղյան հակամարտության լուծման ուղղությամբ բանակցային գործընթացը վերսկսելու համար:
Այս թեմայի մասին զրուցել ենք ադրբեջանագետ Տաթևիկ Հայրապետյանի հետ։
Հարցին, թե որքանո՞վ է հնարավոր խմբի աշխատանքների վերսկսումը և ադրբեջանական կողմի արձագանքն ինչպիսի՞ն կլինի` ադրբեջանագետն ասաց․ « Նախ նշեմ, որ երեկ էլ Եվրախորհրդարանն էր ընդունել 2021 թվականի ընդհանուր արտաքին և անվտանգային քաղաքականության հետ կապված զեկույց, որում ևս մեկ անգամ շեշտվում էր, որ ԵԱՀԿ Մինսկի խումբը մնում է Լեռնային Ղարաբաղի հակամարտության կարգավորման միակ միջազգայնորեն ճանաչված ձևաչափը, և շեշտում էին խնդրի կարգավորման՝ տարածքային ամբողջականության, ուժի չկիրառման, ինքնորոշման և հավասար իրավունքների ու խաղաղ կարգավորման հիմունքները: Շատ կարևոր շեշտադրումներ պարունակող զեկույց էր, որով կոչ էր արվում օր առաջ սկսել իր միջնորդական առաքելությունը:
Վերադառնալով Արցախի Ազգային ժողովի հայտարարությանը և դրան նախորդած օրենքին՝ բռնազավթված տարածքների հետ կապված, ես կարծում եմ, ըստ էության, Արցախը այս իրավիճակում նախաձեռնողականությամբ է հանդես գալիս և փորձում է օգտագործել նաև իր հնարավորությունները՝ Մինսկի խմբին կոչ անելով՝ քայլեր ձեռնարկել հակամարտության կարգավորման ուղղությամբ: Վերջին շրջանում հաճախ խոսվում է, որ համանախագահների այց պետք է տեղի ունենա տարածաշրջան, բայց դա խոչընդոտվում է գերազանցապես Ադրբեջանի պատճառով, ինչի մասին խոսել են նաև համանախագահները: Ադրբեջանը պաշտոնապես հայտարարում է, որ հակամարտությունը լուծված է, ավելին՝ հունվարին իր ասուլիսում Ալիևը բավականին ոչ կոռեկտ ու հեգնական արտահայտություններ էր թույլ տվել համանախագահների հասցեին: Բնականաբար, Ադրբեջանի արձագանքը բացասական է լինելու»:
