Ադրբեջանի նախագահը ժամանել է Մոսկվա ու նախատեսվում է, որ Ռուսաստանի և Ադրբեջանի նախագահները ստորագրելու են ռազմավարական գործընկերության մասին հռչակագիր, որով այդ երկրների միջև հարաբերությունները, ըստ էության, հասնելու են դաշնակցային մակարդակի:

Այս թեմայի մասին զրուցել ենք քաղաքագետ Անդրեաս Ղուկասյանի հետ։

Անդրադառնալով հարցին, թե նման հռչակագիր ստորագրելու հիմքը ո՞րն է` քաղաքագետը ասաց. «44-օրյա պատերազմից հետո Ադրբեջանն առերեսվեց այն իրողության հետ, որ պետք է վերադարձնի Շուշին և Հադրութը ու վերականգնի Լեռնային Ղարաբաղի Ինքնավար Մարզի տարածքային ամբողջականությունը, այսինքն այդ տարածքում իր ռազմական ներկայությունն ապօրինի է, և այդ առումով Ադրբեջանը սկսեց միջոցներ ձեռնարկել, որպեսզի պաշտպանվի միջազգային ճնշումներից: Առաջին քայլը եղավ Թուրքիայի հետ Շուշիի հռչակագրի ստորագրումը, որով ձեռք բերեց Թուրքիայի քաղաքական աջակցությունը ստեղծված ստատուս քվոյի մասով, այսինքն Թուրքիան հակադրվեց Մինսկի խմբի համանախագահների մշակած առաջարկներին: Նույնատիպ փաստաթուղթ Ադրբեջանը հիմա Ռուսաստանի հետ է փորձում կնքել, այսպիսով ստեղծելով քաղաքական դաշնակիցներ, որպեսզի պաշտպանվի միջազգային հանրության պահանջներից՝ դուրս բերել զորքերն այդ տարածքներից ու թույլ տալ, որ միջազգային խաղարարար ուժերը տեղակայվեն Արցախի նախկին, այսպես կոչված, բուֆերային գոտում»:
