Ռուբլու արժեզրկումն անմիջապես հարվածում է մեր արտահանողների գրպանին

Ռուսական ռուբլին արևմտյան սահմանափակումների հետևանքով գահավիժում է: Հայաստանում Rate.am կայքի տվյալներով՝ ռուբլու առքի նվազագույն գինը 2.50 դրամ է, վաճառքինը՝ 5.30 դրամ:
Այս թեմայի մասին զրուցել ենք տնտեսագետ Գագիկ Մակարյանի հետ։
Հարցին, թե ռուսական ռուբլու արժեզրկումն ի՞նչ խնդիրներ է ստեղծում հայ արտահանողների համար և ի՞նչ պետք է անել` տնտեսագետն ասաց. «Ռուբլու արժեզրկումն անմիջապես հարվածում է մեր արտահանողների գրպանին, որովհետև Հայաստանից արտահանման ծավալները դեպի Ռուսաստան մոտավորապես 900 մլն դոլար են կազմում։ Եվ կախված ապրանքների տեսակից, հնարավոր է, որ շատ արտահանողներ ժամանակավոր դադարեցնեն արտահանումը կամ սպասեն ավելի հարմար ժամանակաշրջանի, երբ ռուբլին կվերականգնվի։ Արտահանման դեպքում արտահանողները ռուբլիով են վճարվում և այս պայմաններում ռուբլու դիմաց ստացված դրամական զանգվածը կինի շատ փոքր, գործարարներն իրենց ծախսերը չեն կարողանա հոգալ։ Մենք այսպիսի խնդիր ունեցանք նաև 2015 թվականին, երբ մեր շատ արտահանողներ համարյա ձևական մարժայով աշխատեցին կամ դադարեցրին արտահանումը։ Հիմա գրեթե նույն իրավիճակն է։
Ինչ վերաբերում է ներմուծմանը, ապա ներմուծման պարագայում շահում ենք այն ապրանքների գծով, որոնք ռուբլիով են գնվում։ Այսինքն, հայկական ներմուծող ընկերություններն այս հնարավորությունը պետք է լավ օգտագործեն։ Եթե ներմուծումը առաջ մղենք, դա կարող է որոշակի կոմպենսացնել արտահանման կորուստները։ Արտահանումից բացի, Հայաստանի տնտեսությունը կտուժի նաև տրանսֆերտների գործոնով պայմանավորված։ Արժեզրկված ռուբլու պարագայում մեր միգրանտների ուղարկած գումարները մի քանի անգամ նվազում են, ինչը չի ծածկում այդ ընտանիքների ծախսերը։ Այստեղ կառաջանան աղքատության նոր պատճառներ։ Իսկ տրանսֆերտների գումարը փոքր չէ, բավական մեծ է։ Եվ դա մտնում է մեր տնտեսություն, ունի մուլտիպլիկատիվ նշանակություն։ Հետևաբար, տրանսֆերտների գործոնը կարող է բացասաբար ազդել նաև տնտեսական ակտիվության ցուցանիշի վրա։ Բացի այս ռիսկերից, որոշ ժամանակով կարող է դադարեցվել Ուկրաինայից Հայաստան արտահանումը։ Օրինակ՝ մենք թռչնամիս, ձեթ, քաղցրավենիք ենք ներմուծում Ուկրաինայից։ Այդ ապրանքների փոխարինողներ պետք է գտնել, այլ ներմուծումներ իրականացնել։ Եվ չի բացառվում, որ այդ ներմուծումն իրականացվի Ռուսաստանից, որովհետև ռուսական ռուբլու արժեզրկումն էժանացնում է այդ ապրանքները։ Հետևաբար, պետք է ճիշտ հաշվարկներ անել»։
