Ռուսաստանը ձեռք է բերել լծակ Ադրբեջանի՝ արտաքին գեոտնտեսական քաղաքականության որոշակի դերակատարում ստանձնելու առումով

Օրեր առաջ Ռուսաստանի և Ադրվեջանի միջև դաշնակցային հռչակագիր է կնքվել, որի 25-րդ կետում ասվում է, որ կողմերը զերծ կմնան մյուս կողմի շահերին ուղղակի կամ անուղղակի վնաս պատճառող ցանկացած տնտեսական գործունեություն իրականացնելուց, իսկ 17-ում ասվում է, որ կողմերը ձեռնպահ են մնում միմյանց դեմ ուղղված ցանկացած գործողությունից, ներառյալ՝ երրորդ պետությունների միջոցով իրականացվող գործողությունները: Ուկրաինայի նախագահը հայտարարել էր, թե Ադրբեջանը խոստացել է նավթ մատակարարել Ուկրաինա, ինչը կարող է դիտարկվել քայլ՝ ընդդեմ Ռուսաստանի:

Հարցին, թե արդյե՞ք հռչակագրի այս կետերով Ադրբեջանը սահմանափակվում է աշխատել երրորդ, ինչպես նաև՝ արևմտյան երկրների հետ` մասնագետն ասաց. «Ուկրաինայի մասով հստակեցնենք, որ Ալիևի կողմից արված այդ հայտարարությունը վերաբերում էր բացառապես հումանիտար օգնությանը, խոսքը նավթամթերքի կոմերցիոն մատակարարումների մասին չէր: Եվ որքանով ես գիտեմ, երեկվա դրությամբ այդ հումանիտար օգնությունը ցուցաբերվել է, ինչը լիովին տեղավորվում է միջազգային հումանիտար իրավունքի շրջանակում: Ինչ վերաբերում է առևտրային կապերին և կոմերցիոն բաղադրիչին՝ Ձեր հարցադրումն արդեն իսկ իր մեջ պատասխան է պարունակում․ ակնհայտ է, որ այս հռչակագրի շրջանակում Ռուսաստանը ձեռք է բերել լծակ Ադրբեջանի՝ արտաքին գեոտնտեսական քաղաքականության որոշակի դերակատարում ստանձնելու առումով:

Բայց, բացի դրանից, մենք, իհարկե, պետք է շատ օբյեկտիվորեն գնահատենք Ադրբեջանի իրական հնարավորությունները, որովհետև ի հեճուկս այն բանի, որ ավանդաբար խոսվում էր այն մասին, թե Ադրբեջանի նախաձեռնած Հարավային գազային միջանցքն էական դիվերսիֆիկացիոն նշանակություն ունի Եվրոպայի համար, մենք այսօր տեսնում ենք, որ դրա թողունակությունն այսօր կազմում է 10 մլրդ խորանարդ մետր տարեկան, ապագայում լավագույն դեպքում՝ կարող է հասնել 16-ի, իսկ Եվրոպան սպառում է մինչև 450 միլիարդ խորանարդ մետր բնական գազ, այսինքն՝ անկախ ամեն ինչից, մենք պետք է խոսենք թվերով և հստակեցնենք այն, որ ռեալ հնարավորություն ձևավորելու Եվրոպայի էներգետիկ անվտանգությունը կամ այն առավել ևս դիվերսիֆիկացնելու՝ Ադրբեջանն այսօր չունի, և դա շատ լավ նրանք հասկանում են: Ուստի, այո՛, ՌԴ-ն ձեռք է բերում որոշակի լծակներ: Առհասարակ հռչակագիրը քաղաքական իմաստով նաև թույլ է տալիս Ադրբեջանին պահելու ավելի, եթե ոչ՝ վերահսկողության, ապա՝ կանխատեսելիության դաշտում, այդ թվում՝ տնտեսական քաղաքականության տիրույթում, բայց ինչ վերաբերում է բնական գազին, նավթին, այստեղ ակնհայտ է, որ Ադրբեջանը որևէ պարագայում և օբյեկտիվորեն ի վիճակի չէ այլընտրանք դառնալ ՌԴ-ին կամ մրցակցել նրա հետ»:
