Կարևոր՝ ՌԴ մեկնել ցանկացող ՀՀ քաղաքացիների համար․ նոր փոփոխություններ՝ մարտի 1-ից

2021 թվականի դեկտեմբերի 29-ից Ռուսաստանի Դաշնություն մուտք գործող օտարերկրյա քաղաքացիների համար սահմանված միգրացիոն պահանջներում որոշակի մեղմացումներ են եղել: «Արմենպրես»–ի մամուլի սրահում հրավիրված ասուլիսում Միգրացիոն ծառայության պետի տեղակալ Իրինա Դավթյանը տեղեկացրեց, որ այդ մեղմացումներն ուժի մեջ են մտել մարտի 1-ից: Դեկտեմբերի 29-ից Ռուսաստանի Դաշնություն մուտք գործող օտարերկրյա քաղաքացիները պարտավոր են ՌԴ-ում անցնել բժշկական հավաստագրում, ոստիկանությունում հանձնել մատնահետք, անցնել լուսանկարահանում:  Պահանջներում կատարվել է երեք ուղղությամբ մեղմացում, երեքն էլ վերաբերում են բժշկական հավաստագրին:

Ի՞նչ է իրենից ենթադրում բժշկական հավաստագրումը: Որտե՞ղ կարող են քաղաքացիներն

անցնել բժշկական ստուգումը և ի՞նչ մեղմացումների մասին է խոսքը:

Իրինա Դավթյանը նշեց, որ ՌԴ մուտք գործելիս անհրաժեշտ է անցնել երկու խումբ բժշկական հետազոտություն: Մեկը օրգանիզմում  թմրանյութերի կամ  հոգեմետ  նյութերի  առկայությունը բացահայտելու նպատակով նախատեսված հետազոտությունն է:

«Դա արվում է այն նպատակով, որ հնարավոր լինի բացահայտել, թե արդյոք տվյալ քաղաքացին օգտագործում է թմրանյութեր, հոգեմետ նյութեր: Հաջորդ հետազոտությունը վերաբերում է ինֆեկցիոն հիվանդություններին՝ թոքախտ, բորոտություն, սիֆիլիս, ՄԻԱՎ: Ասեմ, որ մինչ մեղմացումները ցանկի մեջ ներառված էր COVID-ի հետազոտությունը ևս, սակայն նոր  հրամանով մարտի 1-ից այդ թեստը հանձնելու պահանջ չկա»,-ասաց Իրինա Դավթյանը:

Հաջորդ մեղմացումը  վերաբերում է հոգեմետ նյութերի, թմրանյութերի օգտագործումը բացահայտելու նպատակով հետազոտության ենթարկվող անձանց տարիքային փոփոխությանը: Մինչ մեղմացումը նման հետազոտություն պետք է անցնեին 6 տարեկանից բարձր բոլոր անձինք: Նոր փոփոխությամբ տարիքային շեմը բարձրացվել է և արդեն այդ հետազոտությունը պետք է անցնեն 13 տարեկանից բարձր անձինք:

Երրորդ մեղմացումն այն է, որ սկզբում սահմանված էր, որ այդ բժշկական տեղեկանքներն ուժի մեջ պետք է լինեին երեք ամիս, սակայն ժամկետը երկարաձգվել է, այժմ ուժի մեջ է լինելու մեկ տարի:

Ո՞ր դեպքերում է միգրացիոն պահանջները տարածվում ՌԴ մուտք գործող անձանց վրա:

Նրանք, որոնք մեկնում են աշխատելու նպատակով, այսինքն՝ միգրացիոն քարտում նշել են աշխատանք նպատակը, պետք  է  անցնեն  այդ ընթացակարգերը   ՌԴ  մուտք գործելու օրվանից  հաշված  30 օրացույցային օրվա  ընթացքում:

90  օրից  ավելի  ժամկետով, բայց ոչ  աշխատելու նպատակով  ՌԴ  մուտք  գործողները՝ աշխատանքային միգրանտի  ընտանիքի  անդամներ, ուսանողներ կամ  այլ նպատակով  90  օրից  ավել մնացողներ,  պետք է անցնեն ընթացակարգերը 90  օրացույցային օրվա  ընթացքում՝ ՌԴ  մուտքի  օրվանից  հաշված:

Ո՞ր դեպքերում ընթացակարգերն անցնել չի պահանջվում:

Կարճաժամկետ՝  մինչև 90  օր  ժամկետով,  ՌԴ  մեկնողներից՝ մասնավոր, գործնական այց, բուժում, այս ընթացակարգերն անցնել չի պահանջվում: ՌԴ-ում բնակության  ժամանակավոր թույլտվություն (РВП)  և  բնակության  թույլտվություն  (Вид  на  жительство)  ունեցող  քաղաքացիների վրա այս  գործընթացներով  անցնելու պարտավորությունը  չի  տարածվում: Պահանջները պարտադիր չեն նաև մինչև 6 տարեկան երեխաների, միջազգային կազմակերպություններում աշխատող պաշտոնատար անձանց,  ՌԴ-ում  օտարերկրյա դիվանագիտական ներկայացուցչությունների համար:
