Էդուարդ Շարմազանովը ֆեյսբուքյան իր էջում գրում է.
Իսկական եվրոպացին Շառլ դը Գոլն էր,ով կարողացավ ոչ ասել ամերիկյան պրոտեկտորատին։
Աշխարհն այսօր խառն է,իսկ Եվրոպան՝ առավել եւս։
Եվ դրա պատճառը գալիս է դեռեւս «սառը պատերազմի» տարիներից,երբ մայրցամաքային Եվրոպան աստիճանաբար իր սուվերենությունը զիջեց ամերիկացիներին։
Դեռեւս 1823-ին ԱՄՆ-ում հաստատվեց պետական հայեցակարգ,որի մասին նախագահ Ջեյմս Մոնրոն ազդարարեց կոնգրեսին հղած իր ուղերձում։
Հայեցակարգն անվանվեց «Մոնրոյի դոկտրին»,որի կարգախոսն էր «Ամերիկան՝ ամերիկացիների համար»։
«Մոնրոյի դոկտրին»-ը փորձում էր հակադրվել Հյուսիսային և Հարավային Ամերիկաների նկատմամբ եվրոպական ազդեցության մեծացմանը, միաժամանակ փորձում էր ԱՄՆ-ի հզորացումը պայմանավորել նոր տարածքների միացմամբ ու նոր նահանգների կազմավորմամբ։ 19-րդ դարի և 20-րդ դարի սկզբին ԱՄՆ-ն լայնորեն օգտագործել է «Մոնրոյի դոկտրինը»` հիմնավորելու համար իր ազդեցության տարածումը Լատինական Ամերիկայի երկրներում։
Արդեն 20-րդ դարի երկրորդ կեսին ամերիկյան ազդեցությունը տարածվեց նաեւ ողջ եվրոպական աշխարհամասի վրա:
Եվրոպայում այդ վտանգի մասին առաջիններից մեկը բաձրաձայնեց Ֆրանսիայի նախագահ Շառլ դը Գոլը։
1966-ի մարտի 7-ին նա հայտարարեց ՆԱՏՕ -ն լքելու մտադրության մասին։
Նման որոշման պայմանավորված էր Ֆրա նսիայի ինքնիշխանության թուլացման ու ամերիկյան ազդեցության մեծացման վտանգով։
Նախագահ Շառլ դը Գոլը նշեց.
«Միայն Ֆրանսիան կարող է ասել «ոչ» ամերիկյան պրոտեկտորատին։
Ոչ գերմանացիները,ոչ իտալացիները,ոչ բելգիացիները ու ոչ էլ հոլանդացիները չեն կարող «ոչ» ասել նրանց։
Միայն մենք կարող ենք դա անել,ու դրանում է մեր պարտքը»։
Բայց նա դարձավ «վերջին մոհիկանը»,իսկ եվրոպական աշխարհամասում շարունակվեց ինքնիշխանության նվազումն,ինչի ականատեսն ենք մենք բոլորս այսօր։
