«Փաստ» օրաթերթը գրում է

Գաղտնիք չէ, որ կառավարության նիստերն անցնում են «շըփ-թըփ» տարբերակով և, հատկապես վերջին շրջանում, ոտքի վրա ընդունվող որոշումներով, որոնք հիմնականում կա՛մ ներառված են լինում չզեկուցվող հարցերի փաթեթում, կամ զեկուցվում են «լղոզված»։ Քիչ չեն որոշումները, որոնք, շատ մեղմ ասած, տարօրինակ են և «մութ» շերտեր ունեն: Վերջերս էլ հայտնի դարձավ, որ կառավարությունը հերթական անգամ 500 միլիոն դրամ է հատկացրել Սյունիքի մարզի զարգացման և ներդրումների հիմնադրամին։

Նշենք, որ գումարի հատկացման հիմնավորման հատվածում նշվում է, որ հատկացումն իրականացվում է Սյունիքի մարզում հրատապ լուծում պահանջող հիմնախնդիրների լուծման նպատակով։ Սա հենց այն նույն հիմնադրամն է, որին 2021 թվականի արտահերթ ընտրություններից առաջ հատկացվել էր ևս 1 մլդ 100 մլն դրամ։ Նշենք, որ սոցցանցերում ակտիվ քննարկվում է հարցը, թե ինչո՞ւ կառավարությունն այդ հատկացումը չի իրականացնում մարզպետարանի միջոցով։ Ի դեպ, նիստի ժամանակ ֆինանսների նախարարը նույնպես կառավարության հիշյալ հատկացումն այդ հիմնադրամին փաստացի անարդյունավետ ու կասկածելի է համարել։

Այստեղ կարևոր է նաև փաստել, որ նույնիսկ հայտնի չէ, թե ովքեր են օգտվելու այս հիմնադրամին տրամադրված հատկացումներից։ Հավելենք, որ կառավարության քննարկմանն է ներկայացվել ևս մի «մութ» նախաձեռնություն՝ մեկ անձից գնման «տեսքով»։ Խոսքը վերաբերում է Սյունիքում միլիոնավոր դրամների ասֆալտապատման աշխատանքների իրականացմանը։ Մեկ անձից գնման մեթոդն, ինչպես երևում է, այս կառավարության հիմնական գործելաոճն է դարձել:
